Rifle Grave! Pit ;,r i January 2023
4.1 List of Permanent Structures
Figure 3, Exhibit C1 depicts the permanent man-made structures contained on and within
200-feet of the Affected Lands. Table 1 lists these structures as well. SGM conducted a
utility field investigation on November 21, 2020, that informed this information.
• Last Chance Ditch tailwater channel
• Last Chance Ditch irrigation lateral
• Colorado River floodplain
• Non-potable URSA Resources water lines (supply and return)
• URSA Resources gas line
• CDOT CR 346 and culverts
SGM coordinated with these utilities as required for the access road design. Copies of the
signed Structures Agreements are included in Attachment B.
4.2 Adjoining Surface Landowners Map Information
There are four adjoining properties with corresponding surface landowners (as depicted in
Figure 3, Exhibit C1).
• North —Colorado River Ranch, LLC
• West- Rex Robinson Ranch, LLC; (includes the Swanson Colorado Trust; Ilgen,
Carrol Jeanne; Rosa, Linda Jane; Robinson, James Dean)
• South —Colorado Department of Transportation (CDOT)
• East—Shidelerosa LLP
This information was obtained from the Garfield County Colorado Land Explorer (Garfield
County, March 2021).
4.3 Topography and Aquifer
The existing surface topography is extremely flat and composed of several feet of fine-
textured alluvial sediment overlying a highly permeable alluvial aquifer of coarse gravel. The
coarse gravel material lies on bedrock, adjacent to the Colorado River(based upon
available boring data). The subsurface conditions are typical of gravel pits and aggregate
mines in the Colorado River floodplain with the surface layers consisting of approximately 6
inches of topsoil, perunderlain by one (1) to seven (7) feet of alluvially deposited fine
sediments (primarily silts and clays). This overburden covers between seventeen (17) and
twenty-two (22) feet of alluvial gravels that are the target of the extraction operation. Shallow
groundwater, connected to the water table of the Colorado River, saturates the gravels, and
is generally present throughout the project site at a depth of between one and one-half(1.5)
and five (5) feet. The boring logs are included in Attachment C and provide details
regarding the property and subsurface soil and groundwater levels.
11
