or other exposed opening constructed or encountered during mining will be cased, sealed or <br /> otherwise managed (some holes are mined through) according to the requirements of 4.07. <br /> Details are found in Section 2.05 of the PAP. Monitoring wells will be fitted with temporary <br /> caps. Holes dug to aquifers will be sealed with cement or other suitable sealant to within ten feet <br /> of the surface. <br /> Colowyo has no active Notices of Intent (NOIs) to explore for coal with the Division. All of <br /> Colowyo's previous NOIs have received final reclamation and have received full bond release. <br /> VI. Use of Explosives - Rule 4.08 <br /> The Permit is found to be in compliance with the requirements of Rule 4.08. The blasting plan is <br /> found in Section 2.05 and in Section 4.08 of the PAP. The PAP provides typical blasting <br /> patterns (Maps 26, 26A, 26B and 27). Blasting patterns specific to each blast are recorded on <br /> the individual blasting records (Rule 4.08.5). <br /> A description of the explosives storage facility is presented in Exhibit 16 of the PAP. <br /> A preblast survey was conducted on January 10 and 11, 1991 (date of report 19 February 1991). <br /> Durnham Ranch dwellings are located within onehalf mile of the permit area. There are several <br /> additional structures that required a pre-blast survey for PR-02. The Tri-State Generation and <br /> Transmission Association 345 kV power lines are within 1,000 feet of the box-cut for the South <br /> Taylor Pit. Eight poles over a distance of 1.75 miles were surveyed. A residence, the Paul <br /> Routsen residence at 6647 and 7072 Moffat County Road 51, was also surveyed. This residence <br /> is approximately 5,000 feet from the South Taylor Pit. These surveys were conducted on August <br /> 9, 2007 and are contained in Exhibit 14 of Volume 13 of the PAP. <br /> VIL Disposal of Excess Spoil - Rule 4.09 <br /> The Permit is found to be in compliance with Rule 4.09. Information on excess spoil waste can <br /> be found in Sections 2.05 and 4.09 of the PAP. The Mine currently has six approved excess <br /> spoil fills: the Streeter Fill, the West Pit Fill, the Section 16 Fill, the East Taylor Fill, the West <br /> Taylor Fill, and the Collom Fill. <br /> Overburden material from the initial box cut for the East Pit was placed in the Streeter valley fill. <br /> Now complete, Streeter fill contains approximately 47 million cubic yards of excess spoil fill. <br /> The Section 16 fill, also complete, contains approximately two million cubic yards of excess <br /> spoil fill. The West Pit fill, also complete, contains approximately 19 million cubic yards of <br /> excess spoil fill. Grading activities are still being performed in the West Pit fill. <br /> The East Taylor Fill and the West Taylor Fill contains the initial box-cut material from the South <br /> Taylor Pit.
