Ponds and Ditches
Colowyo has 22 sediment ponds, stock tanks, and numerous constructed ditches that manage
surface runoff at the Mine. These structures collect sediment, reduce peak flows from storms
and snowmelt runoff, and reduce offsite impacts.
Water Rights and Usage
Colowyo draws water from the Wilson Reservoir and from Taylor Creek for mining and support
operations. Water consumed is within water rights and is done in accordance with the Colowyo
Water Augmentation Plan approved by the Colorado State Engineer's Office and the Division of
Water Court (PAP, 2.04.7, 4.05.15).
5.2 Reclamation Plan
The reclamation plan for the Mine is found in Sections 2.05.4 and 2.05.5 (Volume 1 for the East
Pit, West Pit, Section 16 Pit, Facilities Area and Gossard Loadout; Volume 12 for South Taylor
Pit; Volume 15 for Collom Pit) of the PAP. A summary of this plan is provided below. For
more information and references to specific portions of the PAP, see Section B of the findings
portion of this document.
Acreage Disturbed and Reclaimed
Approximately 5,358 acres at the Colowyo Mine has been approved to be disturbed. Of the
disturbed acreage, approximately 2,891.7 acres has been approved for Phase I bond release.
Phase II bond release has been approved for approximately 2,515.3 acres. Phase III bond release
has been approved for approximately 1,596.3 acres.
Roads and Support Facilities
To provide access in the area for ranching purposes, the Haul Road B from Highway 13 will be
left in place after mining is complete. The haul road will be narrowed from 26 to 12 feet, the
asphalt removed, side slopes reduced to 4:1 and the sides revegetated.
All mine support facilities are to be removed during final reclamation. Drilled holes and
underground openings will be closed when no longer needed for the approved mine operation.
Ponds, Stock Tanks, and Ditches
All sediment control ponds and diversion ditches are to be removed during final reclamation of
the site. To support the proposed post mining land use, small water impoundments (stock tanks)
will be left to encourage an even distribution of grazing over the reclaimed site and to enhance
the areas for wildlife. These ponds will also replace the existing water rights associated with the
stock ponds that currently exist on the site.
Proposed Decision and Findings of Compliance January 5,2023
Permit Renewal No. 8 Page 126
