RULE 2: Permits <br /> <br />Page 2.05-75a <br />TR-21 Revised: 2/17/2021 <br /> <br />operations proposed herein will be collected and removed from the site by commercial disposal <br />collector. All garbage will be collected in dumpsters and transported offsite by a local contractor. <br />Sealing of Openings <br />Each exploration hole, borehole, well, shaft, or other exposed underground opening will be <br />cased, sealed, plugged, or otherwise managed to meet the requirements of this Section. LCC <br />plans to minimize or eliminate disturbance to the prevailing hydrologic balance by the sealing of <br />drill holes and other underground openings. Likewise, the safety of people, livestock, fish and <br />wildlife, and machinery in the permit and adjacent areas will be ensured, to the extent possible, <br />by the temporary or permanent sealing of openings. Each exploration hole, borehole, well, or <br />other underground opening that is developed during mining operations and not approved for <br />water monitoring will be permanently sealed as set forth in Rule 4.07.3. <br />Exploration hole LC -17-20 added as part of Technical Revision 21 will be sealed as described <br />above. <br />Clean Air/Clean Water Acts <br />LCC has applied for air quality emissions permits and National Pollutant Discharge Elimination <br />System (NPDES) permits issued by the Colorado Department of Public Health and Environment, <br />Air Pollution Control Division and Water Quality Control Division. These permits will ensure <br />compliance with the Clean Air and Clean Water Acts. Exhibit 20 contains the Air Emissions <br />permits and Exhibit 21 contains the NPDES permit, SPCC and Stormwater Plans. <br />2.05.5 POST MINING LAND USES <br />Surface Coal Mining Activities <br />The post-mining land uses which LCC proposes for the permit area at Lorencito Canyon Mine <br />are shown on Map 2.05.5-1, Post-mining Land Use and Map 2.05.5-2 Post Mining Industrial <br />Land Use. The post-mining land use on undisturbed portions of the permit area will be similar to <br />the pre -mining land use, and will consist of rangeland/wildlife habitats. Land uses adjacent to the <br />permit area along the river consist of cropland, irrigated cropland and residences. No land uses <br />adjacent to the permit area will be affected by mining operations. Pre-mining land uses are <br />described in Section 2.04.3 of this application. Surface coal mining disturbance areas consist of <br />the surface mine area and haul roads. Access roads will consist of upgraded existing roads. Other <br />light-use roads will also utilize existing roads and not require new disturbance. Reclamation of <br />surface disturbance areas will establish permanent vegetation cover of the same seasonal variety <br />and utility as the vegetation native to the affected area, and is consistent with the planned post- <br />mining land uses. Backfilling, grading, and revegetation will accomplish achievement of the <br />post -mining land uses.
