The site is in final reclamation,and not active <br /> the day of the inspection. The weather was clear and dry.Mindy Sickels of Elk Ridge Mining and Reclamation <br /> Accompanied the inspection and represented the Operator. Five Photos accompany this report to illustrate the <br /> observed site conditions. <br /> BACKFILL and GRADING—Rule 4.14 <br /> Contemporaneous Reclamation 4.14.1;Approximate Original Contour 4.14.2;Highwall Elimination 4.14.1(2)(f); <br /> Steep Slopes 4.14.2,4.27;Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> The backfill area adjacent to the Johnson Property Topsoil Storage Area was observed during this <br /> inspection. The backfill area appeared stable at the time of the inspection and no evidence of settling, slumping or <br /> erosion was noted. Small areas of storm water collection was observed in response to recent precipitation events <br /> as well as melting of snow cover. The backfill area can be seen in Photo One. The access road to the area has <br /> developed small erosional features. The features are noted and are an area for the Operator to monitor,however <br /> they are not considered a problem at this time and no maintenance is necessary. <br /> TOPSOIL—Rule 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br /> Topsoil materials are stored at various places throughout the site. The three main areas of topsoil storage <br /> are the Johnson Property Storage Area,the Morgan Property Storage Area and the Facilities Stockpile Area. At <br /> the Johnson Property Storage Area all observed stockpiles are well marked,vegetated for stability and in good <br /> condition. The ring berms around the stockpiles are intact and functioning as designed. Examples of the <br /> stockpiles stored in this area can be seen in Photos Two and Three. <br /> At the Morgan Property Storage Area the stockpiles are well vegetated, and marked. The ring berms around the <br /> piles are intact and appear to be functioning as designed. An example of the stockpiles in this area can be seen in <br /> Photo Four. <br /> At the Facilities Topsoil Stockpile area the observed stockpiles are in excellent condition.
