J-2 Contracting Company. —Hunt Irrigation Pond, File No. M-2022-050, Incomplete <br /> Submittal of Special Operation 111(1)(b) Reclamation Permit Application Letter Response <br /> 12/12/22 <br /> -2- <br /> 6.3.2 Exhibit B - Site Description <br /> 5. On Item #5, the Applicant indicated there are no streams, springs, lakes, stock water <br /> ponds, ditches, reservoirs and aquifers that would receive drainage directly from the mine. <br /> The proposed mine site is located southeast of an irrigation ditch. Please update Exhibit B <br /> to identify the ditch. <br /> Response: Exhibit B, Item #5 has been updated to describe that the Farmers <br /> independent Ditch is located on the west side of the mine. Note that the ditch road <br /> between the ditch and the mine is 2 to 3 feet higher than the mine site and <br /> prevents the ditch from receiving any drainage directly from the mine. <br /> 6.3.3 Exhibit C - Mining Plan <br /> 6. On Item #3, the Applicant refers to Exhibit C - Mining Plan Map. Please revise Exhibit C <br /> to indicate Exhibit E - Mining Plan Map. <br /> Response: Exhibit C— Mining Plan has been revised to indicate Exhibit E- Mining <br /> Plan Map. <br /> 7. On Item #3, the Applicant states the topsoil stockpiles will be seeded at the end of the <br /> project. Please commit to using all available stockpiled topsoil for reclamation and <br /> revise Exhibit C accordingly. <br /> Response: Item #3 has been revised to describe that topsoil not used for <br /> reclamation will be exported from the site. <br /> 8. On Item #3, the Applicant states the topsoil stockpiles will be seeded at the end of the <br /> project. Please provide the seed mixture in pure live seed (PLS) per acre for Division <br /> review and revise Exhibit C accordingly. <br /> Response: The temporary topsoil stockpile will be roughened to prevent erosion. <br /> The disturbed areas on the site will be seeded with the seed mix that has been <br /> selected from the seed mixes shown in Exhibit D— Reclamation Plan section 7.b— <br /> Zone 1 — Eastern Plains, and the application rate will be doubled for broadcast <br /> application of the seed mix. <br /> 9. On Item #6, the Applicant states the access road is an existing gravel surface road off of <br /> WCR 40. Please specify the dimensions of the existing road to be used for the mining <br /> operation pursuant to Rule 6.3.3(g) and revise Exhibit C accordingly. <br /> Response: Item #6 has been updated to show the existing widths of County Road <br /> 401 24 feet, and the existing access to the site, 24 feet. <br /> 10. The Applicant did not complete Item #7. Please indicate if water will be used during the <br /> mining operation, specify the source and amount of water and update Exhibit C <br /> accordingly. <br /> Response: The water source will be groundwater wells that allowed <br /> commercial/industrial per the attached Petition for Class D Non-Irrigation Water <br /> Allotment Contract, that are augmented per the attached District Court, Water <br /> Division No. 1, Case No. 20CS3123. The total use will be 5.66 acre-feet. <br /> 11. On Item #9, the Applicant states the irrigation pond will be excavated to a bottom elevation <br /> of 4751', which is above the highest groundwater level of 4750'.
