(4) Because all mining activity within the permit area, other than surface
facilities, is underground, the only qualitative vegetation information
collected is for the vegetation study areas as described in Appendix 10-1.

(5) Appendix 10-2, describes the results of the threatened and endangered
species survey conducted within the Roadside North and South Portals
permit area in 1983. Additional survey work was done in 1996 to cover
the CRDA-2 and -3 as well as areas adjacent to the 2 West Portals and
the South Fan. This survey is included as Appendix 10-3.

Appendix 11-1, Fish and Wildlife Service Biological Opinion and Recovery
Agreement, states that the Uinta basin hookless cactus (T) and the
Debeque phacelia (C), which were listed in Mesa County as federally
threatened and candidate species of plants, would not be affected by
proposed operation at Snowcap Coal Company.

Table 10-1 lists current threatened, endangered and candidate species for
Snowcap Coal Company’s permit boundary.

RN-08 10-2 Rev 09/22
