Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> R -Processing Waste N -Topsoil <br /> COMMENTS <br /> This was a complete inspection by Leigh Simmons of the Division of Reclamation, Mining and Safety(Division). <br /> Nicki Poulos of Mountain Coal Company(MCC) accompanied the inspection. The weather was clear, cold and <br /> windy,with new snow on the ground from a storm the previous night. The mine was active. <br /> AVAILABILITY OF RECORDS—Rule 5.02.4(1): <br /> Records were available in the mine office using a publicly accessible computer,together with instructions <br /> for how to access records via the Division's laserfiche database. Records besides those uploaded to laserfiche were <br /> available on a flash drive (also with instructions). Details are given at the end of this report. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br /> Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Sediment ponds were frozen and snow-covered.No issues were observed. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> Longwall mining was in progress in panel SS3,between cross cuts 18 and 17 on the head gate. <br /> Development mining was in progress in the SS4 headgate,between cross cuts 20 and 21; and in the LWE15 <br /> tailgate at around cross-cut 12. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> Considerable material had been transported to the RPEE since the last inspection, and was still being <br /> transported at the time of the inspection. The road across the front of the pile had been finished past the first <br /> hairpin and nearly to the second hairpin. The face of the pile between the road segments had been reclaimed. Snow <br /> obscured the surface,but straw wattles could be seen staked into the surface to help break up the slope length.
