November 30, 2022 C-1981-018/Deserado Mine CCW <br /> The SS-1 and SS-2 ponds (Photo 3) are located on the northern base of the Slot Storage facility. Both ponds were <br /> covered in snow at the time of the inspection. The Division did not observe any erosional features or indications <br /> of instability with the ponds' embankments. <br /> The RP-2/3 pond was also covered with snow. The pond is located at the northeast base of the RP-2/3/4 refuse <br /> pile. The pond consists of a west cell, an east cell and a main call. The pond was completely covered with snow. <br /> The embankments showed no indications of instability or erosion. <br /> The Raw Water Lagoon is located in the southern portion of the permit area next to County Road 65 and the White <br /> River. The pond was frozen over and covered with snow. The embankment was stable with no erosional features. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> During the inspection the RP-2/3/4, RP-5a and RP-A refuse piles were inactive. The longwall is currently <br /> ion the process of being moved to start a new panel. No refuse was being hauled during the inspection. All three <br /> of the refuse piles were covered with snow. There were no indications of erosional features or instability. Small <br /> amounts of refuse on RP-5and RP-A were stockpiled on the top of the piles in windrows. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)/4.03.2(3),Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5) and <br /> (6)/4.03.2(5) and(6), Reclamation 4.03.1(7)/4.03.2(7): <br /> Access throughout the Deserado Mine was limited to areas with plowed roads. The roads that were <br /> accessible were observed to be stable with no erosional concerns. County Road 65 is maintained by the county. <br /> SUBSIDENCE—Rule 4.20: <br /> The length of county road 65 that stretches from the southern end of the permit boundary to the northern <br /> end of the permit boundary was in good condition. Portions of the county road overlie areas that have been mined. <br /> There were no indications of subsidence observed on the road. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> Support Facilities that were inspected included;the main facilities area/portals,the slot storage,Nitrogen <br /> Plant No. 2, RDH-4,the conveyor corridor with transfer buildings,the water storage tanks,the radio tower,the <br /> West Mains Vent Shaft,the B Seam Vent Shaft No. 1 (Photo 4),the Fuel Storage area,and the Explosives Storage <br /> area. All support facilities were observed to be stable and the pads had been well maintained. There were no <br /> erosional features or indications of instability observed. Pads with berms were covered with snow. There were no <br /> erosional features noted. <br /> SIGNS AND MARKERS—Rule 4.02: <br /> Topsoil pile markers were observed located on top of topsoil piles throughout the mine site. The markers <br /> were in unobstructed locations. The Mine Identification signs are placed at the entrances to the permit area at both <br /> the north and south end of County Road 65.
