Topsoil was salvaged as required, and is being stored in two stockpiles (as with other <br /> facilities, locations are on Map King II-007). A haul road connects the surface facilities to <br /> County Road 120. <br /> Mining activities at the King I Mine were terminated, and the portals were sealed in January <br /> 2009. "Plant growth medium" piles were built at two locations as shown on Map King I-007. <br /> The Division has previously approved the road and certain buildings as permanent structures, <br /> per the landowner's request. The haul road at King I is a pre-law road. Activities at King I are <br /> generally limited to those associated with coal mine waste storage and disposal. Two <br /> sediment ponds serve to treat runoff from the disturbed areas. <br /> The primary consumptive use of water at the mine is for dust suppression at King II. GCC <br /> has estimated a use of 8.61 acre feet per year. This water is supplied from a diversion on <br /> the Hay Gulch Ditch or from an alluvial well field. The right to the use of this water is <br /> documented in Appendix 2 of the PAP (Water Division No. 37 Court Decree from 2011). <br /> Reclamation at each mine will consist of dismantling and removing all structures (except <br /> those approved for permanent retention); backfilling and sealing the underground portals; <br /> regrading to achieve a stable, productive landform (including the backfilling of high walls); <br /> rebuilding channels; and distributing topsoil, seed, and mulch. Topsoil will be placed to a <br /> depth of six inches. Seeding techniques, the approved seed mix, sampling methods, and <br /> revegetation success criteria are detailed in Section 2.05.4 of the PAP. The approved post- <br /> mining land uses for both mines are consistent with those that existed in the pre-mining <br /> condition, namely: rangeland, wildlife habitat, and agricultural use. <br /> 9 <br />
