Denver Field Branch <br /> Inspection Narrative <br /> Permittee: SENECA COAL COMPANY, LLC <br /> Facility: Seneca 11-W Mine <br /> Permit No: C-1982-057 <br /> Date of Inspection: November 3, 2022 <br /> Inspection Type: Partial Oversight <br /> Weather: Snowing, sometimes windy, temperatures around 30-35°F <br /> Representative(s): Kevin Copeland <br /> DRMS: Robin Reilley <br /> OSMRE Official(s): Dan MacKinnon (Badge #554) <br /> Background <br /> This was a complete oversight inspection focused on Pond 6 and adjacent areas. Mining is <br /> complete and this site is in full reclamation. Due to unsafe road conditions because of the snowy <br /> weather, we were not able to access some areas. <br /> Although it was agreed to perform only a partial inspection, upon review post-inspection <br /> OSMRE discovered that the state changed its opinion and classified this as a complete inspection <br /> in its disseminated final inspection report. <br /> Pond 6. Stable, holding and releasing water, and fully functional at the time of inspection <br /> (Figure 1). The operator had recently cleared willow from the primary spillway system so the <br /> flume measuring water flow would be more accurate (Figure 2). The slump on the slope above <br /> the pond was stable at the time of inspection (Figure 3). <br /> Programmatic compliance <br /> No violations or action items were issued because of this inspection. <br /> 1 <br />
