Denver Field Branch
Inspection Narrative
Permittee: SENECA COAL COMPANY, LLC
Facility: Seneca 11-W Mine
Permit No: C-1982-057
Date of Inspection: November 3, 2022
Inspection Type: Partial Oversight
Weather: Snowing, sometimes windy, temperatures around 30-35°F
Representative(s): Kevin Copeland
DRMS: Robin Reilley
OSMRE Official(s): Dan MacKinnon (Badge #554)
Background
This was a complete oversight inspection focused on Pond 6 and adjacent areas. Mining is
complete and this site is in full reclamation. Due to unsafe road conditions because of the snowy
weather, we were not able to access some areas.
Although it was agreed to perform only a partial inspection, upon review post-inspection
OSMRE discovered that the state changed its opinion and classified this as a complete inspection
in its disseminated final inspection report.
Pond 6. Stable, holding and releasing water, and fully functional at the time of inspection
(Figure 1). The operator had recently cleared willow from the primary spillway system so the
flume measuring water flow would be more accurate (Figure 2). The slump on the slope above
the pond was stable at the time of inspection (Figure 3).
Programmatic compliance
No violations or action items were issued because of this inspection.
1
