6.4.12 EXHIBIT L— Reclamation Costs <br /> To determine reasonable reclamation costs for the project, AutoCAD Civil 3-1) software <br /> was used to prepare a three-dimensional sketch of the Thompson Pit topography at the <br /> completion of mining. Volumes and areas were determined form that sketch to estimate <br /> quantity of topsoil needed to reclaim the entire site on 3H:1V slopes left after mining the <br /> three phases of the site. A total estimated volume of 65,000 cubic yards (CY) of topsoil <br /> is required to prepare the total mined site for hydro-seeding. We are assuming a <br /> minimum of 6 inches of topsoil be installed to provide an adequate seed bed for the <br /> NRCS approved native seed mix to be used in the reclamation. <br /> Based on conversations with local excavation contractors, we estimated that a total of <br /> 90 days would be required to complete the reclamation using the following assumptions: <br /> • 8-hour work days, 5 days per week <br /> 10 CY per each 10-wheel, end dump truck load <br /> • Twenty (20) loads per truck per day x five trucks = 1,000 CY placed per day <br /> • All topsoil and native backfill material was stockpiled on site and no haul was <br /> required <br /> • Only five (5) 10-wheel, end dump trucks could be efficiently used in the pit for <br /> reclamation <br /> • All costs are in present value dollars without inflation calculated. Due to the <br /> estimated 75-year life span of the quarry, it is difficult to accurately estimate <br /> future equipment and labor rates using standard inflation rate analysis. The local <br /> construction industry is highly sensitive to movement in the economy and <br /> construction rates do not generally follow nation-wide inflation rates. <br /> Table 1.
