October 27,2022 C-1981-035/King Coal Mine LJW <br /> structures. On the East side of the building are the bulk storage tanks. The tanks are in excellent condition and no <br /> evidence of recent spills. The West side of the building is for miscellaneous oils and other hazardous materials. <br /> All items are stored in a neat and orderly fashion and no evidence of spillage was noted. <br /> Throughout the King II facility the internal drainage structures leading to the main sediment pond were observed. <br /> All culverts and ditches were free from obstruction and able to function as designed. Examples of the internal <br /> drainages can be seen in Photos Five and Six. All internal drainages lead to the main sediment pond shown in <br /> Photo Seven. The pond contained minimal standing water and no evidence of discharge was noted. The pond <br /> slopes and floor are densely vegetated and in good condition. <br /> The Western Clear Water Ditch has been recently cleared of vegetation to allow for unimpeded flows. An <br /> example of the Clear Water Ditch can be seen in Photo Eight. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization;Placement: <br /> At the King I Facility the two refuse piles are located. The Upper Refuse Pile was not observed during <br /> this inspection as it has not been utilized in recent months. The lower refuse pile was inspected and found to be in <br /> good condition. The grade of the pile surface appears to be consistent with the gradient specified in the designs. <br /> The pile has been recently compacted and shows no evidence of erosion. On the west end of the pile a large <br /> stockpile of material has been staged for placement and compaction. The stockpile as well as the pad surface can <br /> be seen in Photos Nine and Ten. The out slopes of the pile appear to be in good condition and no evidence of <br /> settling slumping or erosion was noted. In the Northeast corner of the pile,the out slope was observed to be <br /> encroaching on the Eastern Clear Water Ditch as seen in Photo Eleven. The toe of the slope has not yet impacted <br /> the ditch,however if left unmanaged it likely will. This is being cited as a maintenance item for the Operator to <br /> correct. The Operator should pull back and reshape the slope to avoid refuse material from impacting the Clear <br /> Water Ditch. Additionally,berming should be created at the shoulder of the slope to prevent migration of refuse <br /> material in the event of heavy precipitation or snowmelt. This should be completed prior to Division's next <br /> inspection to avoid further corrective actions being necessary. <br /> Number of Partial Inspection this Fiscal Year: 3 <br /> Number of Complete Inspections this Fiscal Year: 1 <br /> Page 3 of 9 <br />
