COLORADO
Division of Reclamation,
ca 0 Mining and Safety
Department of Natural Resources
25 October 2022
Ty Stogsdill
Office of the Land Use Administrator
Lincoln County Colorado
P.O. Box39
Hugo, CO 80821
Re: DRMS Preliminary ADQ New Application,Saffer Pit,
Permit No.M2022037
Mr. Stogsdill:
On 19 August,2022,the Division of Reclamation,Mining and Safety(Division)received the Application for the
Saffer Pit; Permit No. M2022037. Preliminary review of this application determined items required before the
Division can consider the application as being submitted/filed and the technical review can begin. The Division
received a response to incompleteness on 29 September 2022 via email. DRMS reviewed the response and found
deficiencies: The deficiencies were addressed and DRMS received the required documents and found the
application complete on 12 October 2022. The Division has reviewed your application to determine it's adequacy in
meeting the requirements of the Act after submittal of all required items. Please address the following two adequacy
with revised pages.
EXHIBIT C—Mining Plan (Rule 6.3.3):
DRMS 25 Oct 2022
The below items were not adequately addressed in Exhibit C: Mining Plan sent as part of incompleteness. Given
the pits proximity to the Arrikaree River,DRMS is concerned that should the river flow during a high rainfall event
that the berm could be breached. DRMS would like information on how a breach of the berm would be mitigated.
Will there be any ditches to prevent water from inundating the pit should the berm be breached and convey possible
surface runoff around the pit and back to the river.
1. The Applicant provided a Mining Plan that was not sufficiently detailed. Please provide an Exhibit C pursuant
to Rule 6.3.3 to include following information:
a. Please describe the dimensions of the berm—height, width and distances from the stream, as it
appears that stormflow could impact the berm at the southeast end.
b. Describe any associated drainage and runoff conveyance structures.
c. From a nearby well please indicate the approximate depth to groundwater.
d. If groundwater will be encountered and/or surface water intercepted or disturbed, describe the
methods to be used to minimize disturbance to the surface and groundwater systems
including:
• proposed dewatering methods,
• sediment and storm water run-off controls, (ditches, or other conveyance
structures).
OF Colo
Physical: 1313 Sherman Street, Room 215, Denver, CO 80203 P 303.866.3567 F 303.832.8106
Mailing: DRMS Room 215, 1001 E 62nd Ave, Denver, CO 80216 https://drms.colorado.gov - O
Jared S.
