Shows the approximate location of a seep discovered at the time of inspection <br /> TOPSOIL—RULE 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4 <br /> o No instability or riling were noted on the observed topsoil piles. Piles appeared to be marked <br /> appropriately and well vegetated. <br /> USE of EXPLOSIVES—Rule 4.08 <br /> General Requirements 4.08.1;Pre blasting survey 4.08.2;Public Notice of Blasting Schedule 4.08.3; <br /> Surface Blasting Requirements 4.08.4; Records of Blasting for Surface Coal Mining 4.08.5; <br /> Seismographic Measurements 4.08.6d stripping <br /> o No blast was observed although one was to be set up at the time of inspection. <br /> BACKFILL and GRADING RULE 4.14 <br /> o Reclamation consists of benched overburden hauls awaiting grading. <br /> o Backfilling and grading of benched material in the active mining area of L Pit has not been <br /> occurring on a systematic basis. <br /> o Backfilling and grading of D Pit is progressing. One dozer was operating in the pit at the time of <br /> inspection. <br /> o A large topsoil pile has been placed at the top of the east facing slope and is continuing to be built. <br /> REVEGETATION-Rule 4.15 <br /> General Requirements 4.15.1; Use ofSpecies 4.15.2, Grazing 4.15.5 <br /> o Reclamation,with the exception of contemporaneous reclamation in L Pit, appears to be <br /> progressing adequately. <br /> o Revegetated areas comprises a diverse mix of annuals,perennials,warm season grasses and <br /> shrubs. <br /> Number of Partial Inspection this Fiscal Year: 3 <br /> Number of Complete Inspections this Fiscal Year: 1 <br /> Page 4 of 15 <br />
