7.2. Groundwater — Reclamation
Following reclamation of the site, pit pumping will cease. Permanent groundwater lakes will be
left behind from the mining pits, as can be seen on Map F-1. The lakes will generate
evaporative losses of groundwater, of which will require appropriate permits. The Gunnison
River in this location is currently over-appropriated, thus requiring and augmentation plan for
water usage at the site. Grand Junction Pipe & Supply Co. will obtain the required augmentation
plan and additional gravel well permits prior to the exposure of any groundwater at the site. A
copy of these plans will be provided to the Division once they have been obtained.
8. Water Related Permits
Grand Junction Pipe & Supply Co. is applying for all necessary permits that have not already
been acquired for water handling at the Delta Paving Gravel Pit. This includes their current
discharge permit with the Colorado Department of Public Health and Environment and their
gravel well permit for their existing groundwater exposure with the Colorado Division of Water
Resources. The same discharge permit will be used for removing water from the site in the
future. A new gravel well permit will need to be obtained for the new groundwater exposure
associated with the additional mining areas.
8.1 . Water Rights
The Delta Paving Gravel Pit sources it's water for industrial uses from the existing gravel wells
on site. Kilgore Companies, LLC dba Elam Construction Inc, a subsidiary of Grand Junction
Pipe & Supply Co. possesses the water rights shown in Error! Reference source not found.5
below.
Table G-5—Water Rights
Water Usage Acre-Feet per Year Gallons Per Minute(gpm)
Evaporation Losses 218.75 --
Product Moisture Loss 3.7 --
Dust Suppression 2.7 300
Pit Dewatering -- 800
Aggregate Washing -- 1,000
The 218.75 acre-feet can account for the evaporative losses of up to 79 acres of groundwater
exposure. This is more than an adequate amount for the 74.3 acres of groundwater that is
currently exposed at the site. Prior to the exposure of any groundwater that exceeds the 79
acres currently permitted, new water rights will be procured through the Colorado Division of
Water Resources.
The water rights for industrial consumptive use have been adequate for operations in the past.
Because production and overall site activity is not increasing with this amendment, these water
rights should remain sufficient in the future.
Delta Paving Gravel Pit G-8 Lewicki&Associates
September 2022
