provides water for the operation. Water is pumped either directly to the plant, to <br />water tanks located on higher ground south of the preparation plant, or to pond #1 for <br />storage. Water is piped from the storage tanks to the preparation plant and buildings <br />at the site. The slurry disposal system will deposit coal waste slurry to the abandoned <br />underground workings, and a well located north of the prep plant will recover water <br />from the slurry for reuse in the prep plant. <br />In the process of reclamation at the West Portal, the fan at the West Portal airshaft <br />was removed. This facility will be reinstalled for use as a bleeder fan ventilating the <br />West Mains area. As the projected life of this facility is unknown, it is planned to <br />power this installation with a diesel/electric generator or portable substation. The fan <br />site has not been reclaimed and will not result in an increase in mine disturbance <br />area. <br />(3) Mine Facilities <br />(a). (b). Structures <br />The existing structures are shown on Map 11, East Portal, Sheets 1 through 3 and <br />Map 12, Surface Facilities and Roads, West Portal. Major facilities are listed on <br />Table 19 Surface Facilities List. Exhibit 28, Bond Calculations, contains a detailed <br />description of all facilities and respective construction types. In general, structures <br />are built of structural steel, sheet metal, brick and mortar with concrete foundations. <br />As shown on Map 15, the majority of these facilities and structures are built on <br />natural ground with coal stockpiles, refuse disposal and materials storage located on <br />pre -law fill areas. Other than the RDA and the sediment control system (ponds and <br />ditches), all land disturbances at the site were pre -law. <br />All West Portal buildings listed on Table 19 Surface Facilities List, have been <br />removed or demolished with salvaged materials shipped off-site and inert materials <br />buried at approved locations on-site. As shown on Map 16, most of the facilities are <br />located on native soils as opposed to refuse fill areas. As mine recovery progresses, <br />the West Portal airshaft will be reopened. A small fan powered by a diesel/electric <br />generator or portable substation will be set over the shaft to provide ventilation for <br />the West Mains. An access road will be maintained from the mine entrance road to <br />the fan and airshaft. A small graveled parking area will be maintained adjacent to the <br />fans. <br />The startup of production from the mine requires upgrading or new construction of <br />support facilities in the East Portal area.
