New Elk Mine Bridge Repair and Replacement Project <br />arcadis.com <br />New Elk Mine Cultural Report_TB_Rev030722 NOT FOR PUBLIC DISCLOSURE 33 <br />Criteria of Adverse Effect Evaluation <br />The scope of work for four of the 16 bridges (5LA.7112.1, 5LA.14426, <br />5LA.14430, and 5LA.14434) involves the full or partial encasement of <br />abutments and/or piers with concrete, as well as the replacement of <br />missing features and the cleaning of drains and bearings. The existing <br />abutments and piers are concrete, and the encasement material will <br />likewise be concrete. The scale of the encased abutments and/or piers <br />is designed to be compatible in massing, size, and scale to the <br />contributing resource, and will ensure the protection and continued use <br />of the bridges and railroad corridor overall while retaining its integrity. <br />These alterations to the former C&W railroad (5LA.7112) are consistent <br />with the Secretary of the Interior’s Standards for Rehabilitation in that <br />they strive to retain the historic character of the property and avoid the <br />removal of historic materials; prioritize the repair of existing features <br />and infrastructure over complete replacement, where possible; <br />differentiate new additions and alterations from original material while <br />also being compatible in massing, size, scale and features; and most <br />importantly, are being carried out to ultimately return the property to its <br />historic purpose and use. <br />Relocation of the property? The undertaking will not require the relocation of the historic railroad <br />corridor or its contributing features. <br />Change of use or physical features <br />of the property’s setting? <br />The Project involves the repair and replacement of existing bridges and <br />culverts along an abandoned railroad grade and does not involve the <br />construction of new above-ground structures or the demolition of <br />existing above-ground structures within or adjacent to the APE. As <br />such, the Project will not the use or physical features of the resource’s <br />setting. <br />Visual, atmospheric, or audible <br />intrusion? <br />The Project neither involves the construction of new above-ground <br />structures or components nor the demolition of existing above-ground <br />structures within the APE. Project construction may introduce a <br />temporary increase in audible intrusions; however, these noise <br />increases will be temporary and not so significant that they will <br />adversely impact the resource. <br />Neglect resulting in deterioration? <br />The undertaking will not result in neglect of the railroad corridor; in <br />contrast, the Project will repair and replace important features of the <br />historic railroad corridor that are deteriorating or dilapidated due to <br />previous neglect. <br />Transfer lease, or sale of a property <br />out of Federal ownership or control <br />without adequate protections? <br />The ownership of the railroad corridor will not be affected by the <br />undertaking. <br />Recommendation: The undertaking will have No Adverse Effect on the C&W Railroad (5LA.7112). <br />The results and management recommendations presented in this report will allow Project work to move <br />forward while maintaining the historic and aesthetic value of the C&W and its associated features, all <br />while ensuring that no cultural resources are affected by Project activities. <br />
