Criteria of Adverse Effect Evaluation
The scope of work for four of the 16 bridges (5LA.7112.1, 5LA.14426,
5LA.14430, and 5LA.14434) involves the full or partial encasement of
abutments and/or piers with concrete, as well as the replacement of
missing features and the cleaning of drains and bearings. The existing
abutments and piers are concrete, and the encasement material will
likewise be concrete. The scale of the encased abutments and/or piers
is designed to be compatible in massing, size, and scale to the
contributing resource, and will ensure the protection and continued use
of the bridges and railroad corridor overall while retaining its integrity.
These alterations to the former C&W railroad (5LA.7112) are consistent
with the Secretary of the Interior’s Standards for Rehabilitation in that
they strive to retain the historic character of the property and avoid the
removal of historic materials; prioritize the repair of existing features
and infrastructure over complete replacement, where possible;
differentiate new additions and alterations from original material while
also being compatible in massing, size, scale and features; and most
importantly, are being carried out to ultimately return the property to its
historic purpose and use.
Relocation of the property? The undertaking will not require the relocation of the historic railroad
corridor or its contributing features.
Change of use or physical features
of the property’s setting?
The Project involves the repair and replacement of existing bridges and
culverts along an abandoned railroad grade and does not involve the
construction of new above-ground structures or the demolition of
existing above-ground structures within or adjacent to the APE. As
such, the Project will not the use or physical features of the resource’s
setting.
Visual, atmospheric, or audible
intrusion?
The Project neither involves the construction of new above-ground
structures or components nor the demolition of existing above-ground
structures within the APE. Project construction may introduce a
temporary increase in audible intrusions; however, these noise
increases will be temporary and not so significant that they will
adversely impact the resource.
Neglect resulting in deterioration?
The undertaking will not result in neglect of the railroad corridor; in
contrast, the Project will repair and replace important features of the
historic railroad corridor that are deteriorating or dilapidated due to
previous neglect.
Transfer lease, or sale of a property
out of Federal ownership or control
without adequate protections?
The ownership of the railroad corridor will not be affected by the
undertaking.
Recommendation: The undertaking will have No Adverse Effect on the C&W Railroad (5LA.7112).
The results and management recommendations presented in this report will allow Project work to move
forward while maintaining the historic and aesthetic value of the C&W and its associated features, all
while ensuring that no cultural resources are affected by Project activities.
