Postmining Topography Evaluation, shows that the foundation could be at the surface upon completion of final <br />grading, however given the ability to fine tune the grading plan in the field, it would be possible to keep the <br />foundation three feet below grade. As opposed to modifying the bond or the present reclamation plan, it is TCC's <br />intent to have the foundation removed prior to final grading. TR 02-40 provides the updated bond estimate for <br />removing the piers at the Washplant I facilities. This includes the Washplant, Refuse Bin, Thickeners, and two <br />magnetite bins. This final bond estimate addresses Stipulation 46 presented in the Mid -Term Permit Review. <br />Washplant Waterlines <br />When the washplant waterlines are no longer needed, the surface portion of the waterlines, pumphouse, and power <br />line will be dismantled and removed from the site. Buried portions of the pipelines will be stubbed -off below <br />grade, capped, and buried. <br />Washplant Powerlines <br />When the washplant powerlines are no longer needed, they will be dismantled and the powerline components <br />(conductors, insulators, cross -bars, and poles) removed from the site. Any holes remaining after pole removal will <br />be backfilled with materials from the site, and the surface leveled and seeded with the rangeland seed mixture. <br />Thickener Underflow Proiect (TRO1-39) <br />For the thickener underflow project, reclamation will involve removal of the pumps, hosing and piping, pump <br />platforms, support beams, powerline and poles, transformer, concrete pads, and grounding bed. The pump will be <br />removed from the pit, along with salvageable components, then the remainder of the platform and support beams will <br />be dozed into the pit. The powerline and poles and transformer will be salvaged, and the concrete pad will be dozed <br />into the pit. The grounding bed will be disconnected, left in-place and covered during backfilling and grading of the <br />surrounding area. Soil material will be replaced on the regraded area and seeded in conjunction with the reclamation of <br />the entire portal/facilities area. <br />Coal Handling System <br />The coal -handling system is part of the mine surface facilities, and site reclamation (grading, drainage restoration, <br />soil replacement, and revegetation) will be completed in conjunction with overall reclamation of the surface <br />facilities area. Significant additional rough grading will not be required to address reclamation of the coal handling <br />system. Prior to rough grading the coal handling facilities areas, all usable coal -handling equipment will be <br />removed and salvaged, and the ROM Stacker Tube, Sampling Station, Primary and Secondary Crusher Buildings, <br />Sample Building, and associated conveyors and related structures will be dismantled and removed from the site or <br />demolished. The top and upper portion of the sides of the ROM Reclaim Tunnel and lateral structures will be <br />broken -up and placed into the tunnels. After removal or demolition of the buildings, structures, and conveyors, the <br />related concrete foundations will be demolished. Any concrete or structural debris resulting from demolition of the <br />coal -handling facilities and related foundations will either be placed in the mine portal area and buried, or disposed <br />of off-site. The associated disturbance areas will then be backfilled and rough -graded to blend with the surrounding <br />terrain. In conjunction with site regrading, any surplus fill material not required to establish the design postmining <br />configuration will either be hauled back to one of the original borrow sites, or if suitable material, may be used as <br />cover for the Coal Refuse Pile. Soil materials will be replaced on the regraded areas from the designated soil <br />stockpiles, and the areas will be reseeded with the approved revegetation seed mixture. <br />The Overland Conveyor access corridor will be ripped to a depth of approximately 24 inches, and the windrowed <br />soil will be redistributed over the corridor. The redistributed soil will be seeded with the rangeland seed mixture. <br />The drive building will be dismantled and either removed from the site or hauled to the portal area for burial. The <br />foundation materials will be handled in the same manner. <br />TR18-91 2.05-101 08/20/18 <br />
