(c) A plan for backfilling, soil stabilizing, compacting and grading with postmining contour maps and <br />appropriate cross-sections that are typical and representative of the anticipated character of the final surface <br />configuration of the proposed permit area in accordance with 4.14, for stream channel reconstruction in accordance <br />with 4.05.4, and for road removal or modification in accordance with 4.03.. <br />RESPONSE <br />Portal Area <br />The rough grading of the spoils at the portal area will be accomplished by pushing the old spoil into the pit. Dozers <br />will be utilized to cover and rough grade the refuse area with spoil material. The material storage yard will be <br />restored by pushing the fill portion of the yard back into the cut area as shown on Cross -Sections B -B and C -C on <br />Map 25, Surface Area Cross -Sections. The access/haulroad will be regraded by pushing the fill portions into the <br />cut areas. The spoil material will be compacted, graded and stabilized by the equipment used to place the spoil <br />materials. Map 31, Postmining Topography, and Cross -Sections A -A, B -B, D -D, E -E, F -F, G -G, H -H and Y-1 on <br />Map 25, Surface Area Cross -Sections, show the final surface configurations in detail. The upland diversions are <br />shown on Map 25, Cross -Sections H -H and Y -Y. The designs for these channels are provided in Exhibit 8-N, <br />SEDCAD for Diversions PD1, PD2, PD3, and PD4. <br />Grading operations will be conducted to reestablish an approximate original contour configuration and to avoid the <br />creation of long uninterrupted slopes. Since there are no steep slopes in the proposed permit area, cut and fill <br />terraces will not be installed. Grading will result in an undulating topography, thereby increasing moisture <br />infiltration, reducing runoff potential, and minimizing erosion. Topsoil will be distributed as shown on Map 29, <br />Reclamation. <br />Portal Slope Heating System <br />Upon completion of mining, the slope heating system will be dismantled and the small associated building will be <br />removed. The concrete pad will remain in place and will be buried during reclamation of the portal area. <br />RN 17-07 2.05-99 02/15/18 <br />
