<br />TAB 16 <br />BACKFILLING AND GRADING <br />Introduction <br />The loadout area was originally disturbed by construction activities during the time <br />period 1976 - 1979. The majority of the earthmoving operations were conducted as a direct <br />result of the grade requirements for the railroad spur and loop. The topography of the <br />land prior to construction was such that construction of the spur required much more cut <br />than it did fill. The following discussion regarding backfilling and grading is limited <br />to those areas disturbed due to construction and will be backfilled and graded only when <br />the loadout is no longer needed. <br />Timing of Bac kfilling and Grading <br />The loadout area and railroad spur will be backfilled and graded in conjunction with <br />closure or final reclamation of the facility. RGTI is unable to estimate a tentative data <br />for backfilling and grading because the life-of-facility has not yet been determined (see <br />Tab 17, Reclamation Schedule). <br />Method for Rackfilling and Grading <br />To the extent possible, most backfilling and grading will be Conducted by doting material <br />into the cut areas. Scrapers will be used for longer distances. Swales will be left in <br />the cut areas to provide positive drainage (see Exhibit 18 -1). This is not inconsistent <br />with the post mine Iand use of pasture land. Leaving an undulating topography will also <br />be of benefit to wildlife as escape and thermal cover. Please refer to Exhibit 18-2 for <br />pre- and post-operational cross sections. <br />Disturbance beyond the existing disturbance boundary to backfill or slope certain areas to <br />an acceptable grade (shallower than 3h:ly) may be necessary. Prior to any new <br />disturbance, if topsoil exists in this area, it will be salvaged prior to the additional <br />disturbance. Depending on the location, the topsoil may be pushed back out of the way or <br />picked up and stockpiled or redistributed. <br /> <br /> Coal fines (and/or coal/dirt mixtures) generated during the railcar unloading/truck <br /> haulage operation will be disposed of in the cut areas.
