Compliance With Mine Plan N - Support Facilities Not On-site <br /> N - Other N - Special Categories Of Mining <br /> Y -Processing Waste N -Topsoil <br /> COMMENTS <br /> This was a partial inspection by Leigh Simmons of the Division of Reclamation, Mining and Safety <br /> (Division).Nicki Poulos of Mountain Coal Company(MCC) accompanied the inspection. The weather was cloudy <br /> but dry. The mine was active. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2,4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> The MBSE and SG1 ponds were inspected.No issues were observed. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> A longwall move from the E14 panel to the SS3 panel was in progress. <br /> Development mining was in progress in the SS4 headgate,between cross cuts 10 and 11; and in the <br /> LWE15 tailgate at around cross-cut 6. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> Contractors with Wells Excavating were working the material on the RPEE, compacting the surface to <br /> make the first hairpin on the road section that is built on the pile itself. Some material was being transported from <br /> the pile to be blended back into the Run-of-Mine stockpile. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> The road constructed by DRMS contractors to access the Bear/Edwards Mine fire was inspected. Access <br /> to the road was through a locked gate at the western end of the MBSE pond,which was itself protected by a locked <br /> gate. Approximately 1/2 a mile of the road lies within the West Elk permit boundary. This segment was <br /> constructed along the path of an old road, and new disturbance was minimal.
