Backfilling and grading activities at the portal were not impacting the pond. <br /> o None of the ponds held water at the time of inspection. <br /> TOPSOIL RULE 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3;Redistribution <br /> 4.06.4 <br /> o A series of small topsoil piles are scattered throughout the site. <br /> o Piles appeared to be marked appropriately with T posts. <br /> o All topsoil piles are vegetated. <br /> BACKFILL and GRADING RULE 4.14 <br /> o Backfilling and grading at the portal were occurring at the time of inspection. <br /> o Machinery was staged at the portal area at the time of inspection. The area in front of the <br /> service building had been graded. The portal opening was covered with spoil and <br /> contoured. The adjacent highwalls were backfilled and sloped. <br /> o The drainage to the pond below the portal was in process of being notched into the <br /> backfilled and graded material. <br /> o Some topsoil had been placed and a small amount of additional topsoil was in place <br /> waiting for grading. <br /> o Culverts have been pulled and are awaiting removal. <br /> RE VEGETATION-Rule 4.15 <br /> General Requirements 4.15.1; Use of Species 4.15.2, Grazing 4.15.5 <br /> o Reclamation and revegetation are progressing as permitted. <br /> o Seeding that occurred in fall of 2019 and 2020 along the bottomlands of the Williams <br /> Fork River exhibited robust growth. Grasses were 2.5 feet tall with seedheads and had <br /> dried to golden a color. <br /> o Grasses will be mowed in the next weeks to deposit seeds and act as a winter mulch. <br /> o Cows were grazing in the bottomlands <br /> Number of Partial Inspection this Fiscal Year: 2 <br /> Number of Complete Inspections this Fiscal Year: 1 <br /> Page 3 of 10 <br />
