Box 187 <br /> Craig, Colorado 81626 <br /> 7 September 2022 <br /> Re: Trapper Mine Inc; Permit C 1981010 <br /> DRMS CIRCES Cost Estimate, Permit Revision 8 (RN8) <br /> Dear Mr. Roberts: <br /> The Division has completed its CIRCES Cost Estimate for Trapper Mine's permit renewal RN8 <br /> received by the Division on 30 June 2022. <br /> Rule 3.02.2 Performance Bond <br /> DRMS understands that no additional disturbance is anticipated with the renewal. DRMS updated <br /> the CIRCES cost estimating software in July of 2022 to reflect updated Means rates and equipment <br /> costs. Most notable cost increases were for scrapers and trucks. This September 2022 cost estimate <br /> for RN8 included permitting actions reflecting reclamation tasks identified in the permit for revisions <br /> that included an increase or decrease in liability since the last site wide update with Permit Revision <br /> PR9. DRMS included the cost of reclamation for D and E pits that were to be reclaimed by 2021 and <br /> are now(2022), as per site inspections,undergoing the reclamation process. Trapper Mine Inc. will <br /> note an additional increase in the surety due to the fact that the TR130 surety increase was incorrectly <br /> transmitted. The increased required surety should have been a total of$30,103,398.00,representing <br /> a proposed increase of$2,736,293.40 not the $2,103,398.02 that was transmitted. Please see the <br /> attached cost estimate document. <br /> The CIRCES calculation for RN 8 is $36,208,215. The reclamation costs for Worst Case Scenario <br /> are $38,812,631. The current All DRMS cost calculations are presented at the end of the CIRCES <br /> cost estimate. <br /> The current surety bond held is $29,500,000.00 (TR130).
