Denver Field Branch <br /> Bond Release Evaluation Report <br /> Permittee: Bowie Resources, LLC <br /> Operator: Bowie Resources, LLC <br /> Mine: Bowie No. 1 Mine <br /> Permit No: C-1981-038 <br /> Date of Inspection: July 20, 2022 <br /> Inspection Type: Partial Phase III bond release <br /> Weather: Sunny and warm with dry ground conditions <br /> Operator Representatives: Basil Bear and Ryan Wilson <br /> State Officials: Brock Bowles and Rob Zuber <br /> BLM Official: None present <br /> OSMRE Official: Tom Medlin 9562 <br /> Background <br /> This was a partial bond release inspection at the Bowie No. 1 Mine in Delta County, Colorado. <br /> Bowie Resources, LLC (BRL)proposes Phase III bond release on approximately 13.1 acres of <br /> reclamation at the reclaimed West Mine where it indicates all mining activities, to include <br /> backfill, regrading, drainage control, and revegetation have been completed in accordance with <br /> the terms of its approved reclamation plan and in support of the livestock grazing and wildlife <br /> habitat postmining land use. <br /> The lands proposed for Phase III bond release lie within the County of Delta, State of Colorado, <br /> Township 13 South, Range 92 West of the 6th PM: <br /> • Section 23: Lots 2, 3, 6, and 7 <br /> The Colorado Division of Reclamation, Mining and Safety (DRMS)found BRL's SL-8 bond <br /> release application administratively complete on June 23, 2022. Notification of the proposed <br /> bond release was posted in the Delta County Independent for four consecutive weeks, beginning <br /> April 20, 2022 and ending May 11, 2022. The parcel proposed for release was reclaimed <br /> between 2000 and 2002. Vegetation sampling in support of Phase III bond release was conducted <br /> in 2019 and 2021, the results of which indicate technical standards for cover, herbaceous <br /> production, species diversity, and woody stem density were all met or exceeded. BRL currently <br /> posts performance bonds totaling $2,800,000 which cover the entire mine site including the <br /> above listed areas. With this application BRL requests approximately $58,000 in bond liability <br /> reduction. <br /> Colorado outlines the requirements for bond release at Rule 3.03.1 of the Regulations for the <br /> Colorado Mined Land Reclamation Board. For Phase III, the remaining portion of the bond <br /> amount shall be released when the permittee has successfully completed all surface coal mining <br /> reclamation operations in accordance with the approved reclamation plan and not before the <br /> expiration of the revegetation responsibility period. <br /> 11Page <br />
