<br />Notice is hereby given of the filing of Permit Revision PR -03 to the existing Colowyo Coal Mine,
<br />Permit C-81-019, by Colowyo Coal Company, L.P., 5731 State Highway 13, in Meeker,
<br />Colorado 81641, with the Colorado Division of Reclamation, Mining and Safety (CDRMS),
<br />Colorado Department of Natural Resources, 1313 Sherman Street, Room 215, in Denver,
<br />Colorado. The request for a Permit Revision is to provide for the mining and reclamation of a
<br />portion of the 16,833.24 acres of land newly identified in the permit revision (referred to as
<br />Collom) and contained adjacent to and south and west of the previously approved permit area.
<br />The revised Colowyo permit boundary including the additional area includes all or portions of
<br />Township 3 North Range 94 West of the 6`h P.M. Sections 1, 2, 3, 10, 11, 12, 13, 14, 15, 22, and
<br />23 and Township 4 North, Range 94 West of the 6«' P.M. Sections 12, 13, 23, 24, 25, 26, 27, 34,
<br />35, and 36 and Township 3 North Range 93 West of the 6`l' P.M. Sections 2, 3, 4, 5, 6, 7, 8, 9, 10,
<br />11, 14, 15, 16, 17, 18, 19, 20, 21, 22, 28, 29, and 30 and Township 4 North Range 93 West of the
<br />6th P.M. Sections 7, 13, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 26, 27, 28, 29, 30, 31, 32, 33, and
<br />34. See Exhibit 1, Item 13 for a more detailed permit boundary description.
<br />Lands to be affected by this permit revision are owned or leased by Colowyo Coal Company, or
<br />have a right-of-way conveyed to access surface facilities. Colowyo is in the process of obtaining
<br />the mineral leases and right-of-way agreements for federal and state administered surface and
<br />subsurface ownership through the Bureau of Land Management and State of Colorado.
<br />The Collom permit expansion area is located approximately 22 miles north of Meeker, Colorado
<br />to the west of Colorado Highway 13/789 in Moffat and Rio Blanco counties, Colorado. The
<br />permit expansion area can be located on U.S. Geological Survey 7.5 minute quadrangle Map Nos.
<br />N4015 -W10745/7.5 (Axial, Colorado), N4007.5 -W10745/7.5 (Ninemile Gap, Colorado), 40107-
<br />C8 -TF -024 (Easton Gulch, Colorado) and N4007.5 -W10752.5/7.5 (Devils Hole Gulch,
<br />Colorado). The area being added under this permit revision encompasses 16,833.33 acres
<br />bringing the total permitted acreage at the Collowyo Mine to 29,084.20 acres. The Collom
<br />mining area within the permit revision will include a total disturbed area of 2,244.22 acres.
<br />Structure and function of the mining operation and on site satellite facilities supporting mining
<br />operations will be similar to the current mine. As mining operations wind down in the West Pit
<br />and South Taylor Pit in the existing operation, the majority of equipment and personnel resources
<br />will transition to the Collom area for continuing coal production. This transition will facilitate the
<br />final reclamation and bond release of existing operations without interrupting coal shipments to
<br />Colowyo's customers.
<br />A copy of the application for the Permit Revision is on file at the Moffat County Clerk and
<br />Recorder's Office in the Moffat County Courthouse at 221 W. Victory Way Suite 200 in Craig,
<br />Colorado. A copy of the application is also on file at the Rio Blanco County Clerk and
<br />Recorder's Office in the Rio Blanco County Courthouse at 555 Main Street in Meeker, Colorado.
