July 20, 2022 C-1981-038/Bowie No. 1 Mine RDZ

Number of Partial Inspection this Fiscal Year: 1
Number of Complete Inspections this Fiscal Year: 0

RECLAMATION SUCCESS - Rule 4.15, Rule 3:
Overall, the reclaimed West Mine slopes are very stable with no erosion problems. There is an erosion feature
above the reclaimed haul road, on the east side of the site. At this location, there is a 20 -foot long (approximate)
area where the downhill side of the feature is approximately one -foot below the uphill side, and shrub roots are
exposed. The hillside at this location appears to be stable, with good vegetation growth on both sides of the
feature. Furthermore, the topography of t he area suggests that the road above does not drain to this location. The
Division does not find that this feature requires additional work by BRL.

Other than weed treatment, no additional reclamation tasks are required at the proposed bond release area.

REVEGETATION – Rule 4.15
Vegetative Cover; Timing:
Throughout the proposed bond release area, the vegetation is good. There is significant cover, and there is a good
diversity of species. The predominant species listed in the vegetation report of the bond release application
includes:
Alfalfa
Wheatgrasses
Cicer milkvetch
Desert alyssum.
All of these species were seen on the ground, in abundance, and other desirable species were seen as well,
including rubber rabbitbrush, Woods’ rose, and bitterbrush. The Division believes that the vegetation at the site is
self-sustaining, based on the presence of emerging young plants and large seed heads.

Several thistle plants (Canada and musk) were seen at several locations in the proposed bond release area. Basil
Bear committed to spraying these and other weeds (e.g., field bindweed) in the near future.

Yellow starthistle was also seen near the north end of the site. This A-list species was detected on the West Mine
by Division staff in 2008. Basil has worked with Delta County and the BLM to eradicate this species. However,
the reoccurrence of this weed is concerning, and will be addressed by the Division during the SL -08 adequacy.
Basil committed to working with the Delta County weed manager r egarding this problem.

DOCUMENTS RECEIVED - none
OTHER (SPECIFY) - none
