Black Obsidian Pit—Permit M-1987-026 RECEIVED
Colorado Quarries Inc. JUL 1 9
112c Conversion Application 2022
Rule 6.4.5 DIVISION OF RECL.AMATIC)N
MINING MI)SAFETY
Exhibit E
Reclamation Plan (rev 07/09/22)
Post-mining Land Use—The application form allows one land use to be entered, though in reality a large
site such as this consists of areas that will be reclaimed to different uses. The majority of the permit
area will be reclaimed as Rangeland, with slope gradients appropriate for livestock and wildlife, and
revegetated to support this use.
Much of the quarry area itself, however, will not be suitable for grazing animals, particularly the parts
containing highwalls and benches that were created during the mining stage. These will be barricaded
to prevent the ingress of livestock. The pit will not be backfilled to create 3H:1V slopes. But the
benches and pit floor will be revegetated, though they will be primarily suitable for wildlife, and not for
livestock.
Reclamation Overview
Reclamation throughout the life of the mine will include concurrent reclamation wherever feasible; it
will begin and proceed during early-stage mining operations, mainly involving the shaping of overburden
areas, followed by topsoil placement and revegetation. As portions of the pit walls are completed,
partial pit floor backfilling will be carried out. Throughout the mining stages, it will be done where no
further mining or other disturbance will occur.
Reclaimed surfaces will be 3H:1V or gentler, excluding quarry highwalls consisting of exposed obsidian.
Disturbed areas and areas being reclaimed will be monitored for erosion and noxious weeds, and
treated in a timely manner as needed.
Overburden and Topsoil Handling, Revegetation
Native topsoil is present throughout most of the undisturbed portions of the expanded permit area,
though depths vary. All topsoil in disturbed areas will be stripped prior to disturbance, and will either be
directly placed as a permanent surface layer on areas to be revegetated during concurrent reclamation,
or saved in temporary stockpiles(including windrows adjacent to areas of activity)for later use in final
reclamation. (See Exhibit I for detailed soils information.)
The places where the salvaged topsoil will be placed consist of the following areas: (a)on the outslope
of the expanded operations pad/staging area, (b)on the surfaces of the sloped areas(such as the sloped
overburden left in place above the expanded quarry highwall), (c)on finished quarry benches, and (d)
placed in temporary stockpiles for later use in reclamation.
After all overburden has been moved to its permanent, "reclamation" location, any excess remaining in
the overburden stockpile area will be graded so no slopes exceed 3H:1V,then topsoiled and seeded.
There may be a surplus of topsoil at the conclusion of mining. Topsoil will be spread on reclaimed
surfaces at a depth of 6 or more inches. All areas where topsoil is placed, and including the topsoil
