RECEIVE®
Black Obsidian Pit—Permit M-1987-026 JUL 1
112c Conversion Application y022
DIVISION OF RAF
EC
Rule 6.4.4 MININGAND TIdN
Exhibit D
Noxious Weed Control Plan
Colorado Quarries has an existing noxious weed control plan, which includes annual inspections and
timely and appropriate treatments. For many years the operator has participated with the Fremont
County Weed Management for these inspections and herbicide treatments. In addition, all BLM-
managed land receives regular weed inspections by BLM staff.
Noxious weed species that have been observed on the site include: Russian knapweed, diffuse
knapweed,and Canada thistle.
All areas of the permit are inspected, and areas of known weed presence are more closely monitored.
Areas of weed presence area mainly disturbed areas(such as equipment storage or materials piles)and
along roadways. Specific areas where patches of noxious weeds have been observed and are actively
monitored include the disturbed areas around the edges of the pit,and have been observed to contain
mostly Russian knapweed.
Fremont County Weed Management staff are trained and licensed applicators. Applications are mainly
targeted spot sprays, carried out by ATV with GPS tracker. Participating in their program ensures that
herbicides are applied at an effective time and that the herbicides are appropriate to use on the target
species. Different, more effective herbicides may be developed in future years, and Fremont County
will revise the treatments under this plan. Recent chemical applications have included: Milestone,
Escort XP, plus a dye and spreader/sticker added to the tank mix.
Under the proposed 112c permit, particular attention will be paid to new areas of disturbance, such as
stockpile areas for overburden and topsoil, earthen stormwater control structures at the perimeters of
the site, and the margins of other processing/operating areas. Past areas of noxious weeds were
measured at 0.6 acres by Fremont County. Given the expected increase in site disturbance, the weed
areas are estimated to increase to about 2.0 acres.
