PERMIT #: M-2021-033 <br />INSPECTOR’S INITIALS: RAR <br />INSPECTION DATE: June 27, 2022 <br /> <br /> <br />Page 2 of 5 <br />OBSERVATIONS <br /> <br />The inpection comprised a regular monitoring inspection. The Permittee (Castle Rock Construction <br />Company of Colorado, LLC), was represented by Charlie throughout the inspection. The Nestor Pit is <br />accessed from Highway 287 and is located approximately 8.6 miles south of Hugo, south of the rest area <br />on east side of road and west on County Road 39. This is a 111 permit for borrow material for construction <br />for a government agency. The contract for providing material appears to have ended in December 2021. <br /> <br />Availability of Records: The site is permitted for 8.84 acres, with an approved post‐mining land use of <br />cropland. DRMS received on 6 July 2022. There are no open infractions. No previous inspections are on <br />record. <br /> <br />Financial Warranty: This pit is permitted by Castle Rock Construction, therefore DRMS holds a bond <br />of $22,500.00 as required by the Division. <br /> <br />Fish and Wildlife: No impact to fish or wildlife was observed. <br /> <br />Hydrologic Balance: No standing water was observed in the pit and no exposed groundwater was <br />observed. <br /> <br />Compliance with Mine Plan: The operation appeared to be in compliance with the approved mine plan. <br />No activity was observed at the time of inspection. Pit slopes are gentle and appear to be no steeper than <br />4:1. <br /> <br />Off-site Damage: The operation appeared to be confined to the permit boundary. <br /> <br />Processing Waste: No processing waste was observed at the time of inspection. <br /> <br />Roads: A short haul the length of the pit is included in the permit boundary. Given the sandy nature of <br />the material this roads is not likely to be a source of sediment that could be tracked to a paved road. <br /> <br />Reclamation Success: No reclamation had been initiated at this site at the time of the inspection. <br /> <br />Revegetation: No revegetation had been initiated at this site at the time of the inspection. The site has <br />sparse vegetation mostly made up of minor annual weeds (Photos2 and 3). The plan is to seed this in fall <br />of 2022 with oats as per the landowner’s request. The post mine designation is farmland. <br /> <br />Sediment Control: No active erosion was observed at the time of inspection. <br /> <br />Signs and Markers: The permit sign was properly posted (Photo 1), and a fence encloses the permit <br />boundary. <br /> <br />Permit Stipulations: There are no permit stipulations. <br /> <br />Storm Water MGT Plan: No oil or fuel spills observed. Stormwater drains to the pit and infiltrates. <br /> <br /> <br />
