South Hinsdale Response to Objections <br /> 12 July 2022 <br /> but depends on the slope of the basement shale and final road and drainage configuration. <br /> We commit to using broadcasting (at the required application rate for broadcast seed) on <br /> slopes of 2HA V. We can modify the reclamation estimate if the Division believes that <br /> necessary. See discussion in last paragraph of Section 1.4 above. <br /> 1.9 Noxious Weed Plan. <br /> Please note Exhibit C, item 5.d. (top of page 17). As an active ranch, the Texers have a <br /> noxious weed management plan which meets San Juan Conservation District and NRCS <br /> standards and will also be used for the affected area. <br /> Key elements of that plan are: <br /> a. Primary method of control: Mechanical (mowing), together with rapid reseeding of <br /> berms, stockpiles, and areas being reclaimed. <br /> b. Secondary methods of control: Chemical: extremely limited point application of <br /> approved pesticides on weeds, together with very limited hand weeding and burning <br /> of selected areas. <br /> c. Primary weeds of concern: See Hinsdale/Archuleta County list. Note that the Upper <br /> Piedra Basin/South End is more similar to Archuleta than to the rest of Hinsdale <br /> County and that Archuleta County is under contract to Hinsdale for weed services. <br /> d. Inspection frequency for weeds: early spring, June, beginning and end of crushing <br /> season, and late August for a total of five (5) inspections. <br /> e. See also Appendix B for the South Hinsdale Gravel Pit Weed Plan. <br /> 1.10 Reclamation Plan Map. <br /> See Appendix B to this response for revised map.Annotations have been added to include <br /> the slope gradient and other notes: <br /> a. Depth of fill. As stated above, no backfilling is planned, although a small amount of <br /> backfill (1210 CY) is included in cost estimates. Soil depth is expected to be uniform <br /> across the entire site except for the roadway. Revegetation is expected to use the <br /> same seed mix in the entire area unless landowner requests a different mix for irrigated <br /> areas. Much of the raised roadbed for realignment of Kleckner Lane is planned be <br /> done during actual mining, by leaving material in place or by moving material not <br /> suitable for construction materials but acceptable as fill to the new alignment and <br /> simply placing soil on the side-slopes of the roadway. The roadbed and surface would <br /> be built to USFS standards. <br /> The USFS has recommended that if funding can be coordinated, Kleckner Lane will <br /> be realigned as part of the initial phase of work (see alternatives as shown in replaced <br /> Exhibit E). <br /> b. Irrigation after mining and reclamation. To clarify landowner's present plans, the area <br /> temporarily dried up (1.5 acres)to be mined will be replaced by 1.5 acres on the new, <br /> lower bench area (western edge of affected areas) and if water is available and <br /> permitted, additional areas will be irrigated. However, this is not a part of the <br /> reclamation plan but as a follow-up together with construction of a residence. Please <br /> note that based on USFS recommendations, the access from the pit directly to Piedra <br /> Lane (if that alternative is selected) will not be permanent but will possibly revert to a <br /> field access or simply be closed.
