South Hinsdale Response to Objections <br /> 12 July 2022 <br /> Roadways Proposed for Use <br /> Several commenters stated that one objection was gravel haul trucks using North Pagosa <br /> Boulevard and associated streets, such as Saturn, to access SH-160 and locations west <br /> of Piedra Road. <br /> Response: These streets go through dense residential neighborhoods, have seasonal and <br /> sometimes year-round weight limits and other restrictions, and are not suitable for truck <br /> traffic. Even for possible local deliveries to those neighborhoods (for construction or <br /> maintenance), these roads are ill-suited. <br /> It is deplorable that some truck drivers take shortcuts on residential streets that they should <br /> not be using. However, that is not a reason to insist that a particular location for a gravel <br /> source should be denied, or that other supply sources will prevent "scofflaw"drivers from <br /> taking shortcuts. Indeed, hauling on Saturn or North Pagosa Boulevard rather than using <br /> Piedra Road in EITHER direction is both nonsensical from a time-cost point of view and <br /> foolish given the greater potential for accidents and being stopped and fined for doing so. <br /> However, that is an issue for the Archuleta County Sheriffs Office and other law- <br /> enforcement agencies and perhaps homeowners'associations. <br /> The applicant has never stated, requested, or recommended that any of these roads ever <br /> be used by haul trucks. For any truck under contract to the applicant for deliveries from <br /> the South Hinsdale Pit, the contract will include a clause for immediate termination of the <br /> contract and specify that any and all damage will be the responsibility of the contractor to <br /> repair. Independent truck drivers who are not contracted to the applicant will be notified of <br /> a prohibition on using those roads except when there is a delivery to a location accessible <br /> only on those roads. Drivers violating those prohibitions will be barred from hauling from <br /> the South Hinsdale Pit.
