South Hinsdale Response to Objections
12 July 2022
• New construction or significant renovation, repair and maintenance of any structure within
the exclusion zone must be forbidden.
• Piedra Road and many other major sections of highways must be closed for four months
each year in ALL elk and mule deer habitat, particularly winter concentration areas and
migration routes.
• Reclamation of mined areas could not be done if the end use is cropland, particularly
irrigated cropland, since other crops are seldom as drought resistant as grasses.
Please note: No elk have been observed by the landowner and their employees in significant (if
any) numbers in the area, especially in wintertime. The present terrain is less able to be traveled
by wildlife than areas immediately to the east and west and south, which would appear to be
preferred for migration and grazing. The area is less than 10 acres, only about 700 feet on a side,
and has a century-old public roadway running diagonally through it and is bounded on the west
by a Forest Service road heavily traveled year round by commuters, residents, commercial
vehicles and tourists/visitors.
The mining plan and reclamation plan, though designed for continued agricultural use (as has
been the case for nearly a century if not longer under lease or by squatters), is also designed to
mitigate on-site and off-site impacts on wildlife, by phasing and concurrent reclamation, protection
AND improvement of water runoff and quality, both into the river and tributary and wetland areas,
and by other measures.
5182-22-003 W ASTELINE, INC.
