South Hinsdale Response to Objections <br /> 12 July 2022 <br /> Objections: <br /> (1) Objection: location - not compatible with Hinsdale County Zoning and Development <br /> Regulations See Section 5.1 <br /> (2) Objection: location/water quality— close to Piedra River and located close to trailhead <br /> See Sections 5.1 and 5.2 <br /> (3) Objection: socio-economic - negative impact on Sportsman's Campground — visitors <br /> will refuse to come <br /> Response. See Section 5.9. There is a significant body of evidence from Southwestern <br /> Colorado, the entire State, and other States including South Dakota's and Wyoming's <br /> Black Hills that demonstrates the presence of a visible gravel mining operation(and actual <br /> industrial operations) — often even closer than the Sportsman's Campground to this <br /> proposed operation (1.5 miles) — do NOT have any measurable impact on tourist and <br /> visitor patronage of campgrounds and other tourist- and outdoor-recreation-associated <br /> activities. <br /> (4) Objection: location —pristine location not suitable, will drive away tourists See Section <br /> 5.1 and 5.11 <br /> (5) Objection: visual impact - "eyesore" See Section 5.4.2 <br /> (6) Objection: air quality— dust See Section 5.8 <br /> (7) Objection: noise See Section 5.7 <br /> (8) Objection: traffic See Section 5.3 <br /> (9) Objection: road conditions —damage See Section 5.3 <br /> (10) Objection: safety— road traffic—cites work in 2021 resurfacing Piedra Road — safety <br /> issues "nearly impossible to mitigate" See Section 5.3. Although rebuilding and modifying <br /> some sections of Piedra Road to improve safety may be very difficult and costly, mitigation <br /> itself is not particularly difficult. Standard measures of traffic control and barriers used <br /> throughout Colorado on State Highways are possible and relatively easy to design, <br /> implement, and maintain. <br /> (11) Objection: road condition (maintenance)—cites 2021 work See Section 5.3 <br /> (12) Objection: water quality- sediment runoff into Piedra River See Section 5.2 <br /> (13) Objection: wildlife — damage to trout fishery already stressed by drought, irrigation, <br /> mag chloride runoff, sediment runoff from Piedra Road See Sections 5.2 and 5.6. The only <br /> impact to the trout fishery will be improvements by reducing or eliminating discharge of <br /> sediment from irrigation return flows and better management of Kleckner Lane runoff. <br /> (14) Objection: close to riparian area (habitat) See Sections 5.1, 5.2, 5.3 and 5.11. The <br /> site is close to but not in a riparian area, and therefore meets requirements of Hinsdale <br /> County regulation 2.5-2.E to avoid development in riparian habitat areas. Demonstrates <br /> no negative affect. See also Section 4.2 (CPW comments and response) <br /> (15) Objection: viewshed — specifically from south of pit towards north and west See <br /> Section 5.4.2 (land quality including viewshed) <br /> (16) Objection: noise — rock crushers and trucks, to be heard for miles (Piedra Trailhead) <br /> See Section 5.1 and Section 5.7 <br /> (17) Objection: air quality- dust See Section 5.8 <br /> 5182-22-003 WASTELINE, INC.
