South Hinsdale Response to Objections <br /> 12 July 2022 <br /> Suggestions: <br /> (1) Suggestion: place pit at the Hinsdale County South End Road Department Shop to <br /> east We appreciate your suggestion but there are several reasons such a project would <br /> not be feasible. 1. The shop site is very small (2.03 acres) and a new location for the <br /> buildings and storage for the County Shop would have to be found. 2. The amount of <br /> gravel likely to be found there is also very small. 3. it is located mostly in Archuleta County. <br /> 4. It is partially surrounded by private land as well as NFS land. 5. It is nearer several <br /> residences than the Dancing Winds Ranch site. McManus Road and the east end of <br /> Kleckner Lane have even more issues with safety, maintenance, and geometry. 6. The <br /> County would be in competition with private businesses if it owned and operated a pit on <br /> County land. <br /> Obiections <br /> (1) Objection: location —on main road into South End See Section 5.1 <br /> (2) Objection: viewshed—"optics" See Section 5.4 <br /> (3) Objection: traffic safety —curves and grades, massive blind spots See Section 5.3 <br /> (4) Objection: location/water quality—uphill of a pristine river that feeds into a major water <br /> way See Section 5.2 <br /> (5) Claim: roads are better this year but started to deteriorate towards the beginning of <br /> June <br /> Response: Thank you for your comment/claim. As discussed elsewhere, the USFS had <br /> contractors repair and improve Piedra Road, including putting down 50,000 tons of base <br /> course from the Lob Lolly Pit near Arboles. Because there was no pit in Hinsdale County <br /> or near Pagosa Spring which could provide that material, we estimate the cost of that <br /> material was 2-112 to 3 times higher than it could have been, which meant that funding <br /> was insufficient to do all the work needed. The haul of that much material in a short period <br /> of time (about 3-4 months) also hastened the deterioration of not just that part of Piedra <br /> Road south of the project, but many portions of the project itself. Heavy traffic this spring <br /> by tourists and visitors also contributed significantly to the problem. Material costs are <br /> significantly higher this year(due primarily to fuel costs) and we do not know if the USFS <br /> has funding to adequately maintain the road. <br /> 3.12 Gene and Lisa Gamber <br /> 505 Taylor Lane, South End <br /> Taylor Unit 2? One <br /> of the objects of the pit is to provide a local and therefore much less costly source of <br /> materials for road maintenance and repair. Piedra Road is a USFS road, and while the <br /> USFS does not require commercial operations which use USFS roads to provide in-kind <br /> materials, commercial use of USFS roads requires a permit, which usually includes fees <br /> which are used to fund increased maintenance costs of the roads used. So indirectly, we <br /> both expect the pit to provide materials to the USFS and its contractors to maintain and <br /> repair the road and for some of the cost to be paid through permit fees.
