South Hinsdale Response to Objections
12 July 2022
(9) Claim: location: "piece of property not suitable for mining." Too general a statement to
answer specifically. Preliminary analysis by DENR experts/specialists indicate that the site
IS suitable.
(10) Claim: authority: "egregious miscarriage of power" See Section 5.11
(11) Claim: "tell that arrogant Houstonian..." See Section 5.11
Objections:
(1) Objection: traffic- dangers from trucks operating on Piedra Road See Section 5.3
(2) Objection: road conditions - "all optional roads are even lesser in scope and far less
direct' Piedra Road and other options are only road to the highway [presumably SH-160]
to/from the SHG Pit. See Section 5.3
(3) Objection: Visual impact of truck traffic See Section 5.3
(4) Objection: Noise impact of truck traffic See Section 5.3
(5) Objection: Air quality— heavy road dust from truck traffic See Section 5.3
(6) Objection: Safety—tailgating trucks See Section 5.3
(7) Objection: health, lives, and peace and tranquility of ... [people]... of Archuleta will be
negatively impacted See Sections 5.3, 5.9
(8) Objection: Road condition/safety: Piedra Road not designed to handle heavy loads
(gravel traffic) steep grades and sharp curves with guardrails See Section 5.11,
particularly the discussion of road standards
(9) Objection: Noise pollution (Jake brakes, low gears) destroy tranquility of residential
neighborhoods See Section 5.7. The major locations where extensive use of engine-
braking might be used by truck drivers are either in uninhabited areas in northern Archuleta
County along Piedra Road, or commercial areas near the south end of Piedra Road.
(11) Objection: location "in the middle of serene agriculture/ranch land" See Section 5.1
(12) Objection: location "not zoned for industrial businesses" See Section 5.1
3.5 Michelle Mochalski and Jim Bodoh
List of one (1) general remark and seven (7) objections.
General Remarks:
(1) General/Claim: in last 8 years noise and traffic on our little road [unknown] and Piedra
and North Pagosa, have increased exponentially.
Response: According to CDOT/County Data, while there has been an increase in traffic
(and associated noise) on these roads since 2014, it is not "exponential" (increasing by
multiples of 10 or more) and is primarily associated with increased development,
expansion of residential areas, and increased tourism and visitation. This is a common
situation for most state and county highways which are collectors and arterials.
Objections:
(1) Objection: Safety and traffic— busy roads, no shoulder, unsafe to bicycle or walk See
Section 5.3
5182-22-003 WASTELINE, INC.
