PERMIT#: M1978080
INSPECTOR'S INITIALS: RAR
INSPECTION DATE: 24 June 2022
Excess Spoil and Dev: Waste: No overburden piles were I'll run off the air gate the grass remain observed.
Financial Warranty: This pit is permitted by Lincoln County, therefore no bond is required by the Division.
Fish and Wildlife: No impact to fish or wildlife was observed.
Hvdrolo6c Balance: No standing water was observed in the pit and no exposed groundwater was observed.
Gen. Compliance with Mine Plan: The operation appeared to be in compliance with the approved mine plan.
Reclaimed pit slopes estimated to vary between 40 to 50 feet in length, appeared to have lost much topsoil to erosion.
The mine plan is to continue working towards the east. Milled asphalt was observed stockpiled on the south side of the
pit floor(see Photo 5). The storage of milled asphalt was approved by the Division as part of TR04.
Off-site Damage: The operation appeared to be confined to the permit boundary, based on boundary markers.
Processing Waste: No processing waste was observed.
Roads: The haul and access roads are included in this 112c permit boundary. Given the coarse nature of the material
these roads are not likely to be a source of sediment that could be tracked to the adjacent paved road.
Reclamation Success: Reclamation of the west northwest and the northeast slopes has taken place (Photos 2,3,4 and
5). Grading appears to be near 31-1:1V and topsoil placement has been completed. Established vegetation is expected to
be a result of natural progression. Vegetation was sparse and significant erosion of topsoil was observed as gullies,
headcutting and a large slump(Photos 2,3,4 and 5).
Revegetation: Some vegetation appears well established on the northwest former highwall, and overall vegetation
appeared sparse (Photo 2). No noxious weeds were observed, although kosha and thistle were present in reclaimed
areas.
Sediment Control: Erosion problems were observed on the south and west facing slopes of the pit appeared to have
become more dramatic since the last inspection in 2017. Evidently heavy rains eroded the newly placed topsoil(2017).
One gully had actively head cut. Gullies were up to 4 feet deep and extended the length of the slope(Photo 3). The
Operator should consider implementing BMPs(best management practices),to begin mitigating the erosional features.
Signs and Markers: Permit I'd sign was knocked down and facing into the site rather than facing the access into the
site from the County Road. This should be rectified within 30 days. T-post boundary markers were observed to
delineate the permit boundary.
Permit Stipulations: There are no permit stipulations.
Storm Water MGT Plan: No oil or fuel spills observed. Stormwater drains to the pit and infiltrates.
Topsoil: A topsoil stockpile was observed at the crest of the east end of the pit.
Please contact Robin Reilley(303)866-3567 ext. 8105 or email at robin.reilley@state.co.us if you have any questions
regarding this report.
