acquire the material underneath may not be a wise action as this general area is no longer in a <br /> favorable revegetation environment. One might never produce such excellent growth again. It might <br /> be wise to leave some of these areas undisturbed at this point. <br /> The slopes on the east side will be graded to 3:1, but a roadway will be left that allows access <br /> to the materials on the far north end and elsewhere until decisions can be made as to what can be used <br /> and what should simply be reconfigured and revegetated as soon as possible. <br /> (NOTE: It is important to repeat here that these actions all apply to the portion of the operation <br /> east of Charter Oak Ranch Road. The portion of the permit west of the road has its own plan.) <br /> SEDIMENT BASIN: This basin has excellent growth on top of the sediment layer and <br /> presumably could be released with minimal effort. However, hidden within the grasses and out <br /> toward the middle of the basin are mud pockets and intermittent small ponds. As this entire basin is <br /> full of a huge volume of wash fines and apparently is still holding a good deal of water it is possible <br /> that portions of this area are very hazardous and may have quicksand. The fine texture of the material <br /> is these sediment basins can hold a great deal of water in the clay particles. These basins need to be <br /> examined with extreme caution as such settling ponds can, at this stage,be extremely dangerous <br /> places and can still be so "juicy"that putting equipment on the land could result in the loss of the <br /> equipment in deep mud. Even walking across the surface without testing the the surface to the sides <br /> and in front of the person could be dangerous. If the surface is somewhat jelly like do not enter that <br /> area without being securely roped. <br /> In the event an exploration does not reveal such conditions and that the area is in fact safe and <br /> releasable it would be wise to declare it reclaimed and release it. If that is not the case then it would <br /> be necessary to remedy the situation as it could be too dangerous for even cattle grazing and therefore <br /> not releasable at this time. <br /> NORTH CENTRAL STOCKPILE AREAS: Most of this material is overburden, <br /> but where soils were strippable in the mining area the soils were hauled here and placed in small piles <br /> in windrows at the highest area on the north end. The overburden could be used as is for fill and pit <br /> bottom coverage on the northern end of the existing pit,but not the southern end as the haul distance <br /> is too great.
