M-1999-120 (WDID 0203040) <br /> S1/2 OF SECTION 25, T2N, R67W, SIXTH P.M. <br /> WATER DIVISION 1, WATER DISTRICT 2 <br /> Dear Mr. Karakatsanis: <br /> The purpose of this letter is to approve the lining of the Vincent West Reservoir (aka Vincent West Cell). The <br /> Vincent West Reservoir is primarily located in the NW1/4 of the SE1/4, the SW1/4 of the SE1/4 and the SE1/4 of <br /> the SW1/4 of Section 25, Township 2 North, Range 67 West of the 61h P.M. and was mined under Fort Lupton Sand <br /> and Gravel Pit (DRMS M-1999-120) (WDID 0203040). Vincent West Reservoir was lined with a soil bentonite slurry <br /> wall. This slurry wall liner leak test commenced on July 25, 2018 and concluded on October 22, 2018. Site <br /> inspection was performed by our office on August 16, 2018 to review site conditions and the leak test plan. <br /> Your report dated February 7, 2019 and the amended report of March 5, 2019 provides the liner summary and leak <br /> test results. The test data provided indicates that the reservoir has been lined to the design standard <br /> referenced in the August 1999 State Engineer Guidelines for Lining Criteria for Gravel Pits (1999 SEO Guidelines). <br /> Meeting the design standard requires that during reservoir operations all water inflows and outflows for the <br /> liner perimeter enclosed area be accounted for on a monthly basis. <br /> With this liner approval, the Vincent West Reservoir (aka Vincent West Cell) is now classified as a lined reservoir in <br /> accordance with the 1999 SEO Guidelines. Water shall not be impounded in the reservoir except pursuant to <br /> lawful diversions allowed by statute or decree.
