The inspection was <br /> conducted by Clayton Wein of the Division. Kurt Blunt of Blue Mountain Energy (BME)was <br /> present for the inspection. The weather was clear with a temperature of 77 degrees F. The <br /> ground conditions were dry. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage —Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> Three ponds are located in the main facilities area. The DP-1 Pond is located at the southern end of the <br /> lower facilities bench. The pond receives all runoff from the main facilities area. The pond was impounding <br /> water during the inspection. Outflow through the primary discharge outlet was occurring. The trash rack on the <br /> primary outlet was clear of debris. The emergency spillway was clear of blockages. The embankment for the <br /> pond was stable with vegetative cover. There were no erosional concerns identified. There are two ditches that <br /> run down the southern slope of the middle facilities bench that discharge into the DP-1 pond. The ditches were in <br /> good condition and no concerns were identified.The PP-1 Pond is located on the middle facilities bench. The <br /> pond was holding water. There was no discharge from the pond. The embankments were observed to be stable <br /> with no erosional features. The PP-2 Pond is located on the upper facilities bench. The pond was also holding <br /> water during the inspection. There was no discharge from the pond. The embankment was vegetated and stable. <br /> No erosional features were identified. <br /> Two sediment control structures are located on the south side of the rail loadout. The RS-1 Sump and the RR-1 <br /> Pond. The RS-1 Sump was dry. The embankments of the sump were stable with vegetation. No erosional <br /> concerns were observed. The outlet for the sump was unobstructed. The RR-1 Pond was also dry during the <br /> inspection. The outlet was clear of debris. The embankment was stable with vegetative cover.
