Lee Sampson representing Colowyo Coal Company
(Colowyo)accompained the inspection. The weather for inspection was clear with dry gound conditions High
temperatures during the inspection were around 80 degrees fahrenheit.
BACKFILL and GRADING—Rule 4.14
Contemporaneous Reclamation 4.14.1;Approximate Original Contour 4.14.2;Highwall Elimination 4.14.1(2)(f);
Steep Slopes 4.14.2,4.27;Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6:
Backfill and grading continues at the West Pit Highwall but no active work was observed at the time of the
inspection. Primary backfill has been occurring along the eastern end of the remaining pit.Approximately 3/4 of
the highwall has been backfilled. The eastern portion of the West Pit will not be backfilled immediately as part of
the fill from the current in-pit haul road will be used for final backfill in the West Pit. Current spoil removal
appears to be just above the Taylor Ditch drainage as they bring the slope down to conform to the ditch and the
approved PMT.The majority of the currently backfilled highwall has been rough graded.
EXPLOSIVES—Rule 4.08
Distance Prohibitions 4.08.4;Warnings 4.08.4; Control of Adverse Effects 4.08.4:
Blast holes were observed along the pit floor of the Collom Pit.The blast was not observed during the inspection.
