PERMIT#:M-2014-063 <br /> INSPECTOR'S INITIALS:ACY <br /> INSPECTION DATE:May 24,2022 <br /> OBSERVATIONS <br /> This inspection was conducted in response to the succession of operator request that was approved on May 2, <br /> 2022. The inspection was conducted by Amy Yeldell of the Colorado Division of Reclamation, Mining and <br /> Safety (Division). The WRC Wet Pit is a 112c permitted site that includes a total of 50.8 acres. This site is <br /> located 16 miles east of Meeker, CO in Rio Blanco County. Betty Kratch, a consultant for both parties was <br /> present for the inspection. As were Brian and Sheryl Brock the prospective operator. <br /> The majority of the time on site was spent discussing with the prospective operator how the Division functions <br /> and their responsibilities to the Division once a permit is transferred. General permitting revisions and potential <br /> requirements based on their plans for the future were discussed. <br /> The mine identification sign and affected area boundary markers are in place and in compliance with Rule <br /> 3.1.12. The site was inactive at the time of the inspection and no mining activity has commenced to date. The <br /> site is completely fenced and has previously been used as a hemp farm. No equipment, fuel or mining related <br /> features were on site. <br /> There is a road along the south side of the permit boundary that goes to a neighboring pit. The adjacent <br /> landowner leases a scale that is located within the permit boundary on the southwest corner near County Road <br /> 5. The scale and scale house are mobile and so no structure agreement is required. The site has several other <br /> permanent man-made structures requiring agreements including: CR 5, overhead power and three buried gas <br /> lines. At this time the Division is still awaiting an agreement from the Colorado Interstate Gas Company, LLC <br /> for pipeline on the east side of the permit. If a structure agreement cannot be obtained the prospective operator <br /> will need to explore other options to satisfy the requirements of Rule 6.4.19. <br /> Recently the Division approved TR-2 and SR-I which reduced the required financial warranty to $500 so long <br /> as the site remains undisturbed. Prior to commencement of mining, the Operator will need to submit a Technical <br /> Revision to update the mining and reclamation plans. At which time the Division will determine the required <br /> bond amount to cover the site while it is in production.
