Portions of the property had a total of ten(10)posted notices along the fences on both sides <br /> of CR 396 adjacent to the affected properties.These notices consisted of a legal size sheet of paper with <br /> printing on one side reinforced and waterproofed with thin clear plastic that were zip-tied and stapled to <br /> supporting wood posts that carried the fencing material.CR 396 is a rarely used farm-market road and has few <br /> travelers that might be affected by the project.54th Street Road abuts the north margin of most of the proposed <br /> project and which carries much more traffic by people who might be affected by the project had only one(1) <br /> posted notice of the proposed activities.That single notice was folded by the wind and located at a site where <br /> the attention of travelers would be focused away from the spot by potential traffic hazards(heading east by <br /> upcoming curves to the left and heading west by the crest of a hill to the right).These people, including one <br /> whose property is immediately north of 54th Street Road and opposite the wash pond indicated in the <br /> application's maps,also had no direct communication by the applicants of what was about to be permitted in <br /> their neighborhood.The Greeley Tribune was where the legal notices of the permit application were printed <br /> without reference to the need to comment in a timely fashion and with misleading information about how to <br /> review the proposal. I was referred to the Weld County Clerk who told me I should ask the City of Evans about <br /> it.They informed my neighbors that they had received no information about the project.
