Division of Reclamation Ming and Safety: Regulations for Signs, Fencing, and Topsoil Protection <br /> This list represents a search of the Rules and Regulations of the Colorado Mined Land Board for Coal <br /> Mining. I have summaried the Rules that are applicable to the questions asked by JoEllen Turner on May <br /> 25, 2022. <br /> Rule 4.02 Signs and Markers: <br /> Signs and markers required by 4.02 shall: (1) Be posted and maintained by the permittee; <br /> 4.02.2 Mine and Permit Identification Signs. <br /> (1) Identification signs shall be displayed at each entrance to the permit area from <br /> public roads. <br /> (2) Signs shall show the name, address, and telephone number of the person who <br /> conducts the surface coal mining operations and the identification number of the <br /> current permit authorizing mining activities. <br /> (3) Signs shall be retained and maintained until after the release of all bonds for the <br /> permit area. <br /> 4.02.3 Perimeter Markers;The perimeter of a permit area for surface coal mining activities, or in <br /> the case of underground mining activities,the perimeter of all areas affected by surface <br /> operations or facilities, shall be clearly marked before the beginning of surface coal mining <br /> operations. <br /> 4.02.4 Duration of Maintenance; Signs and markers shall be maintained during the conduct of all <br /> activities to which they pertain. <br /> Rule 4.06 Topsoil <br /> 4.06.3 Topsoil Storage. <br /> 2) Stockpiled materials shall be selectively placed on a stable surface area within the <br /> permit area, where they will not be disturbed by mining operations and will be <br /> protected from wind and water erosion, unnecessary compaction,and contamination <br /> which would lessen the capability of the material to support vegetation when <br /> redistributed in accordance with 4.06.4. <br /> (a) Protection measures shall be accomplished by: <br /> (i)An effective cover of non-noxious,quick-growing annual and perennial plants, <br /> seeded or planted during the first appropriate growing season after removal for <br /> favorable planting conditions;or <br /> (ii) Other methods demonstrated to and approved by the Division to provide <br /> equal protection. <br /> (b) Stockpiled topsoil and other materials shall not be moved until required for <br /> redistribution on a regraded area unless approved by the Division. <br /> Rule 4.25 Prime Farmland: <br />
