17 May 2022 C-1981-010/Trapper Mine RAR <br /> USE of EXPLOSIVES—Rule 4.08 <br /> General Requirements 4.08.1;Pre blasting survey 4.08.2;Public Notice of Blasting Schedule 4.08.3; <br /> Surface Blasting Requirements 4.08.4;Records of Blasting for Surface Coal Mining 4.08.5; <br /> Seismographic Measurements 4.08.6d stripping <br /> o A blast was set up in J Pit at the time of inspection and was scheduled for completion the <br /> following day. <br /> BACKFILL and GRADING—RULE 4.14 <br /> Reclamation consists of benched overburden hauls awaiting grading. <br /> o Backfilling and grading of benched material is an ongoing activity at Trapper Mine. No <br /> significant backfilling activities occurred in 2021 and none were observed to be taking place at the <br /> time of inspection. <br /> o Derringer Pit,consisting of somewhat over acres was scheduled for backfilling,grading and <br /> topsoiling in 2021 and is now scheduled only for backfilling and grading in 2022. <br /> RECLAMATION <br /> Instability in the Derringer Pit is widespread and fissures extend into undisturbed areas. Instability exists <br /> on the knob above Ute Pond(photos 10, 11 and 12 below). The proposed plan for reclamation is to <br /> minimize the knob to reduce the forces on the slide plane. Instability runs into undisturbed areas to the <br /> south east of the original pit. The operator committed to stabilize areas in the undisturbed areas to <br /> minimize the possibility of future slides of Phase III reclamation. <br /> o Contemporaneous reclamation is behind schedule in the Derringer Pit(500 acres), and in the L Pit <br /> where it is constrained by the haul road that is being utilized. <br /> o Soil in phase I reclamation appeared moist with some riling that will be addressed as the soil dries <br /> out. <br /> REVEGETATION-Rule 4.15 <br /> General Requirements 4.15.1; Use of Species 4.15.2, Grazing 4.15.5 <br /> o Vegetation was beginning to emerge in Phase I reclamation. <br /> o Established reclamation exhibited an acceptable mix of species and species diversity. <br /> FISH and WILDLIFE—RULE 4.18 <br /> Abundant wildlife is often observed throughout Trapper mine. Wildlife included red and white tailed <br /> hawks. Coyotes,deer and antelope were also noted during the inspection.
