PERMIT#:M-2016-050 <br /> INSPECTOR'S INITIALS:ACY <br /> INSPECTION DATE:May 12,2022 <br /> OBSERVATIONS <br /> This inspection was conducted as part of the Colorado Division of Reclamation, Mining and Safety (Division) <br /> normal monitoring program. The C Road Pit is a 112c permitted site that includes a total of 84.90 permitted <br /> acres. This site has a maximum disturbance of 40 acres. The site located at the intersection of C Road and 31 <br /> Road in Grand Junction, CO. Greg Monger of Parkerson Construction,was present for the inspection since <br /> Parkersons is currently operating the pit. No representative from Kilgore Companies LLC dba Elam <br /> Construction (the permittee)was present. Amy Yeldell of the Division conducted the inspection. <br /> The mine identification sign and affected area boundary markers are in place and in compliance with Rule <br /> 3.1.12. A sign is posted as you enter the permit boundary. The permit boundary is delineated by fences in some <br /> areas and t-post in areas adjacent to the 31 Road Pit(M-1987-178). A scale and scale house is located along the <br /> north side of phase 1 haul road. <br /> This site was active at the time of the inspection. All of phase 1 has been affected to date (Approx. 20 ac). <br /> Mining has not progressed into phase 2 or 3 yet. The south and east side slopes of phase 1 are near vertical <br /> (approx. 1300 LF at 40'H). In most cases mining has occurred up to the permit boundary and backfill will be <br /> required for final reclamation. A small section (approx. 2.5 ac) in the SW corner of phase 1 has yet to be mined. <br /> This area has the topsoil and overburden from the stripped portions of phase 1 stockpiled on it. This area has <br /> near vertical highwall slopes as well but can be shaped using cut/fill during redistribution of overburden and <br /> topsoil if not mined out in the future. <br /> A crusher was operating at the time of the inspection. The pit was extremely busy with several trucks being <br /> loaded and hauling material offsite. There are several extremely large stockpiles of processed material which <br /> are neatly stored throughout the pit floor. The site is clean and free of trash and other miscellaneous debris.No <br /> groundwater was exposed. <br /> The Division currently requires a financial warranty amount of$351,000 for this site. The bond was last <br /> updated with TR-1 in 2020. In an effort to ensure the Financial Warranty adequately,reflects the actual current <br /> cost of fulfilling the requirements of the approved reclamation plan the Division will be updating the <br /> reclamation cost estimate.
