PERMIT#:M-1985-219 <br /> INSPECTOR'S INITIALS: ACY <br /> INSPECTION DATE:February 23,2018 <br /> OBSERVATIONS <br /> This inspection was conducted as part of the Colorado Division of Reclamation, Mining and Safety (Division) <br /> normal monitoring program. The 32 Road Pit is a 112c permitted site that includes a total of 50.40 permitted <br /> acres. This site located 6 miles east Grand Junction, Colorado in Mesa County, at the intersection of Highway <br /> 141 and C% Road. Greg Monger of Parkerson Construction, Inc. represented the operator and accompanied <br /> Amy Yeldell of the Division conducted the inspection. <br /> The mine identification sign and affected area boundary markers remain in place and in compliance with Rule <br /> 3.1.12. A wire fence delineates the permit boundary. The mine identification sign was affixed to the scale <br /> house near the mine entrance. A scale was adjacent to the scale house at the mine entrance. <br /> This site was inactive at the time of the inspection. Mr. Monger did indicate that this site is active annually. A <br /> dozer was located on site to load trucks out of previously processed stockpiles. No other equipment, fuel or <br /> structures are stored on site at this time. The site is clean and free of trash and other miscellaneous debris. <br /> This site has a maximum disturbance of 44.1 acres. Currently approximately 25 acres are affected by mining. <br /> There is a house located in the north central portion of the pit that mining has progressed around. <br /> The southwest corner of the pit has been mostly reclaimed. The western highwall in this area has some <br /> additional grading left. An approximately 500 foot long stretch will require the visual overburden and topsoil <br /> berm to be pushed down and seeded. The north highwall will eventually daylight out as mining progresses <br /> towards C% Road. Some of the highwalls to the south are at final grade but the majority of existing highwalls <br /> will require additional grading. <br /> In the active pit area excavations are approximately 20 feet deep once overburden is removed. Mining is <br /> progressing towards the eastern boundary. An area of approximately four and a half acres has been stripped <br /> and is ready for mining.Topsoil is located in berms around the pit perimeter. <br /> Several large stockpiles are located on the pit floor. Stockpiles are as high as 40 feet in some cases. There are <br /> several vertical slopes on the stockpiles where material has been excavated and loaded. Stockpiles appear to <br /> be stable and free of erosion. The stockpiles are in the bottom of a bowl so there is no potential for offsite <br /> erosion if a slope were to slump. <br /> The ground was largely covered by snow at the time of the inspection. Staffs ability to inspect vegetation and <br /> erosion was limited. Only taller vegetation was observed as lower growth forms were covered by snow. <br /> There is no exposed ground water at this pit. <br /> The Division currently requires a financial warranty amount of$294,252.93 for this site. The bond has not <br /> been recalculated since SI-2 in 2013. In an effort to ensure the Financial Warranty adequately, reflects the <br /> actual current cost of fulfilling the requirements of the approved reclamation plan the Division will be <br /> updating the reclamation cost estimate. If the current bond is found to be insufficient the Division will send a <br /> Notice of Surety Increase under a separate cover. <br /> Page 2 of 9 <br />
