Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> N -Processing Waste R -Topsoil <br /> CONVOENTS <br /> This was a complete inspection by the Coloroado Division of Reclamation,Mining and Safety(Division)and an <br /> Office of Surface Mining,Reclamation and Enforcment(OSM)complete oversight inspection of the Colowyo <br /> Mine conducted by Zach Trujillo of the Division and Dan Mackinnon of OSM on June 10- 11,2022.Tony <br /> Tennyson representing Tri-State Generation and Transmission Association(Tri-State),Tom Fry representing <br /> Colowyo Coal Company(Colowyo)accompained the inspection.The weather during the inspection was windy <br /> with dry ground conditions. Temperature during the inspection was around 70 degrees fahrenheit. <br /> AVAILABILITY OF RECORDS—Rule 5.02.4(1): <br /> All records are kept on site at the Colowyo Mine's office building. Please see the Division's Availability of <br /> Records checklist at the end of this inspection report for more detailed information. <br /> BACKFILL and GRADING—Rule 4.14 <br /> Contemporaneous Reclamation 4.14.1;Approximate Original Contour 4.14.2;Highwall Elimination 4.14.1(2)(f); <br /> Steep Slopes 4.14.2,4.27;Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> Backfill and grading was inspected within the West Pit as part of SL-21 and regular reclamation activities ongoing <br /> in the pit.For more information regarding the SL-21 areas,please see the associated inspection report dated June <br /> 10,2022.Active backfilling and grading was occurring at the time of the inspection. Spoil from the upper portions <br /> of the West Pit above the highwall is being excavated and hauled to eastern portion of the remaining pit.Majority <br /> of the highwall has been backfilled and connects to the older reclamation parcels to the north of the active <br /> reclamation areas of the West Pit.Final regrading of the areas still remains. Discussions with the operator state <br /> that the most eastern end of the highwall and remaining pit adjacent to the in pit Haul Road will remain un- <br /> backfilled as part of the fill used in the haul road will be used for the remaining sections of the West Pit. <br /> Number of Partial Inspection this Fiscal Year: 8 <br /> Number of Complete Inspections this Fiscal Year: 4 <br /> Page 2 of 11 <br />
