RULE 2 PERMITS <br />To meet the requirements of Rule 2.04.9 et seq. both general and detailed soils resource information/data <br />where assembled, collected, and analyzed for each mining area. General soils resource information will <br />be provided first followed by detailed soils resource information for each area. Detailed soils information <br />presented in this document are for the Lower Wilson mining area, Lower Wilson North Haul Road, and <br />South Taylor mining areas located within the permit revision area only. Soils information for all other <br />current Colowyo areas is contained in the existing Colowyo permit documents. <br />Order III Soil Survey — Permit Revision Area <br />The general soils resource information used to describe the distribution, properties, and present and <br />potential productivity of soils within the South Taylor/Lower Wilson permit revision area are included in <br />the following: <br />Unpublished Natural Resources Conservation Service (NRCS) Order -III soil survey maps and <br />map unit descriptions for Moffat County, Colorado (NRCS, Craig, Colorado); <br />NRCS - Soil Survey Division soil series descriptions (http://www.statiab.iastausete.edu/cgi- <br />bin/osd/osdname.cgi). This information was used for portions of the permit revision area located <br />in Moffat County, Colorado; and, <br />Order -III soil survey maps and map unit descriptions found in the Soil Survey of the Rio Blanco <br />County Area, Colorado (1982). This information was used for those portions of the permit <br />revision area located in Rio Blanco County. <br />NRCS soils map information within the South Taylor/Lower Wilson permit revision area was reviewed <br />and is presented on Map 5A, Order III Soils. NRCS soil map units were identified in the area and are <br />provided in Exhibit 9, Item 5. The information provides antiquated series names and updated NRCS field <br />map symbol identifications. Present and potential productivity of the soil units are provided in Table <br />2.04.9-4. <br />Generally, the map unit boundaries from the unpublished NRCS soils maps for Moffat County match <br />with those for the Rio Blanco County soils maps. To the west of the existing permit area, the mapping <br />unit boundaries from the two soil surveys match at the county line. However, the soil map unit names are <br />different for each county. These differences are the result of changes in the NRCS soil classification <br />system from 1982 (when the Rio Blanco survey was published) to 1998 when the Moffat County maps <br />were made available to the public. <br />Order II Soil Survey — South Taylor Mining Area <br />This section presents data assembled, collected, and analyzed specifically for the South Taylor mining <br />area. <br />General Soils Resource Information — The identification and proper management of soil resources in <br />the mining area is essential for the success of reclamation of any future disturbed areas and the <br />achievement of the post -mining land use. The objective of this section is to meet the requirements of <br />Rule 2.04.9 et seq. by furnishing soils information for the mining area in sufficient detail to determine the <br />following: <br />1) General distribution, properties and present and potential productivity of soils within the South <br />Taylor/Lower Wilson affected areas; <br />South Taylor/Lower Wilson — Rule 2, Page 30 Revision Date: 11/18/16 <br />Revision No.: MR -163 <br />
