Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> N -Processing Waste N -Topsoil <br /> CONIMENTS <br /> This was a Division partial inspection at the Colowyo Mine conducted by Zach Trujillo of Colorado Division of <br /> Reclamation,Mining and Safety(Division).The primary focus of this inspection was for bond release as requested <br /> through Colowyo's SL-21 (partial Phase I)application.A total of 13.3 acres is being requested for Phase I in the <br /> West Pit.The weather was clear and ground conditions were dry with a high temperature of 70 degrees fahrenheit <br /> for the day. Dan Mackinnon representing Office of Surface Mining,Reclamation and Enforcmenet(OSM), <br /> Jennifer Maiolo representing the Bureau of Land Management(BLM),Tony Tennyson representing Tri-State <br /> Generation and Transmission Association(Tri-State) and Tom Fry representing Colowyo Coal Company <br /> (Colowyo)accompained the inspection.All other associated parties did not attend the inspection. <br /> BACKFILL and GRADING—Rule 4.14 <br /> Contemporaneous Reclamation 4.14.1;Approximate Original Contour 4.14.2;Highwall Elimination 4.14.1(2)(f); <br /> Steep Slopes 4.14.2,4.27;Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> As per Rule 3.03.2(2),the Division inspected the SL-21 requested areas within the West Pit to ensure Colowyo <br /> has met the backfill and grading requirements within Colowyo's PAP. The total acreage of SL-21 being requested <br /> for Phase I bond release is 13.3 acres. Of the 13.3 acres, 3.3 acres are within the Reclamation Parcel WP033 and <br /> 10 acres are within the Reclamation Parcel WP034). The areas were walked along transect lines A-A' (WP034) <br /> and B-B' (WP033)provided in the SL-21 application and GPS points were taken along at approximately every <br /> 100-200 ft. In total, 8 GPS points were collected. The GPS elevation information will be post-processed and <br /> compared to the data provided by Colowyo to verify the approved post-mining topography has been achieved. <br /> The West Pit reclamation parcels were well graded and cross ripped for erosion protection. Erosion was not <br /> observed throughout both reclamation parcels. The areas were graded to allow proper drainage and are bermed in <br /> for delineation from the surrounding areas that have not yet been regraded to approximate original contour.No <br /> issues were observed with either reclamation parcel. <br />
